UNICEF, a global organization operating in over 190 countries and territories, is seeking a dedicated Consultant to support the National Council for Persons with Disabilities (NCPD) in Rwanda by enhancing the integration of disability considerations into national and local government planning and budgeting frameworks. The role will involve refining tools for planning, budgeting, and monitoring, evaluating the inclusion of disability measures in sectoral and district plans, and advocating for the systematic prioritization of disability in government resource allocation. Collaboration with key stakeholders, including NCPD, the Ministry of Local Government (SINALOA), the Ministry of Finance and Economic Planning (MINEFI), and other partners, will be essential to deliver capacity-building initiatives, facilitate consultative processes, and ensure robust quality assurance mechanisms. Additionally, the consultant will contribute to critical analytical and systemic enhancements, such as mapping disability indicators within government information systems, conducting capacity assessments, developing disability management information and referral frameworks, and analyzing the cost implications of disability support services to strengthen evidence-based governance and service delivery. To qualify, applicants must hold a Master’s degree in Social Policy, Public Policy, Development Studies, Economics, or a related discipline, complemented by at least five years of professional experience in disability inclusion, public sector planning and budgeting, public financial management, monitoring and evaluation, institutional capacity building, and multi-stakeholder coordination within decentralized governance contexts. Fluency in English and Kinyarwanda is mandatory, while proficiency in French is advantageous. Demonstrated expertise in analytical research, capacity development, facilitation, and report writing is required, alongside desirable skills in designing and reviewing disability inclusion tools, monitoring sectoral and district plans, and supporting advocacy efforts.
