DanChurchAid (DCA) is seeking an energetic and committed professional with demonstrated experience in building and managing relations and global partnerships and consortia, as well as mobilising resources from institutional donors for international programmes, to join the Global Partnerships and Resource Mobilization (GPRM) Unit based in Copenhagen.

In this role, you will contribute to the development and implementation of DCA's strategy towards European institutions and relevant European platforms. As DCA's focal point in Brussels, you will play a key role in strengthening DCA's position as a credible organisation in its engagement with the European Union and related institutions. The position is designed to contribute directly to increasing EU funding and expanding strategic partnership opportunities for DCA.

You will lead efforts to maintain and further develop DCA's long-term partnership with the EU, both as a lead grant holder and, where relevant, as a consortium partner. You will also support strategic engagement and advocacy initiatives while ensuring that the organisation remains informed of key policy developments, funding opportunities, and budgetary trends within the EU landscape.

As Senior Liaison Advisor, EU, you will work closely with colleagues across DCA Headquarters, including programme, humanitarian, and mine action teams, politics and press, as well as compliance, finance, procurement, and logistics functions. You will also collaborate extensively with DCA country offices and external partners.

You will become part of a dynamic, high-performing team with established systems and procedures that support the full project cycle. The role offers a high degree of autonomy and responsibility. Working in GPRM often involves managing competing priorities and tight deadlines, requiring strong coordination skills, sound judgement, and the ability to build and maintain productive relationships in fast-paced environments. International travel will be required and may occasionally take place at short notice.

Key Responsibilities

Lead and strengthen DCA's strategic engagement with EU institutions and stakeholders in Brussels, with a particular focus on DG INTPA, DG ECHO, the Danish Permanent Representation, and other relevant actors.

Facilitate strategic networking and engagement between EU stakeholders, DCA Headquarters, country offices, and partner organisations.

Lead and support the identification, cultivation, and pursuit of EU funding opportunities for DCA programmes and partnerships.

Build and maintain strong relationships with key EU stakeholders, donors, networks, and strategic partners to position DCA as a credible and preferred partner.

Represent DCA in relevant external forums, networks, and platforms, including CONCORD, VOICE, ACT Europe, and other policy and funding-related initiatives.

Develop and disseminate strategic briefs, analyses, and updates on EU policy developments, funding cycles, financing decisions, and emerging opportunities relevant to DCA's work.

Produce and contribute to internal guidance materials, tools, and learning resources that strengthen DCA's capacity to engage effectively with EU institutions and funding mechanisms.

Ensure effective coordination and information sharing between the Brussels office, GPRM, country offices, and relevant HQ departments.

Contribute to the development and implementation of DCA's EU engagement and resource mobilisation strategy, ensuring alignment with organisational priorities and programme objectives.

Monitor and analyse EU policies, funding priorities, budget developments, and donor trends, and proactively communicate strategic implications and opportunities across the organisation.

Support quality assure project design, partnership development, and proposal development processes in close collaboration with country offices, technical units, and GPRM colleagues.

Provide expert advice and support to country offices and programme teams on donor engagement, contract negotiations, compliance requirements, and donor communications throughout the project cycle.

Strengthen DCA's visibility and positioning among EU donors and stakeholders through targeted outreach, strategic communications, and enhanced donor engagement.

Participate in internal planning, coordination, and application development processes, including donor-specific task forces and strategic initiatives.

Produce regular updates and briefs on: EU policies, funding cycles, and opportunities (ECHO financing decisions, DEVCO MFF, MIP, AAPs) and Stakeholder engagement outcomes and donor insights.

Contribute to cross-organisational efforts to secure funding, strengthen partnerships, and advance DCA's strategic objectives within the European donor landscape.

You will not have a specific portfolio, but you will directly support proposals and project implementation on high risk and high profile grants as needed.

We expect the following qualifications from you

We are looking for an advisor with a minimum of five years of experience including documented experience with leading EU projects and relationships.

Proven experience with major institutional donors including proposal development, donor liaison and grants management.

Documented experience with stakeholder management and external representation.

Ability to effectively develop concepts, coordinate proposal development and reporting processes with the input of multiple stakeholders in programmes relevant to DCA’s focus areas.

Strong background in quality assurance and reporting of international projects preferably from nexus and/or humanitarian settings.

Relevant higher education.

Committed, flexible and result oriented.

High standards of accountability and integrity.

Fluent in written and spoken English.

Willingness to work up to 40% of your time from Brussels as well as frequent travel to DCA country offices to support projects and partnerships up to 20% of your time.

Cultural sensitivity, proven diplomatic skills and the ability to build relations both within and outside DCA.
