Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a highly qualified Non-Technical Survey (NTS) Coordinator to join our team in Kyiv.

About the job

Under the line management of the Head of Humanitarian Mine Action (HMA), and in close coordination with the Head of Programme, you will support the strategic development, programmatic direction and technical oversight of Community Liaison activities (including DRC and partner teams) who are implementing Non-Technical Survey (NTS) and Explosive Ordnance Risk Education (EORE) activities across DRC areas in Ukraine. The purpose of the position is also to support the nationalization of the role through mentorship and capacity building.

Responsibilities

Your main duties and responsibilities will be:

Strategic Leadership and Programme Oversight

Support the Head of HMA setting the strategic direction of the Community Liaison (CL) activities, in alignment with DRC Ukraine country and area strategies, national mine action strategies, donor priorities, and DRC global technical standards. Identify and promote opportunities for synergies and integration with Protection, Shelter and Economic Recovery sectors based on protection monitoring and community needs.

Programme Design and Development

Support the fundraising efforts by providing technical inputs to concept notes and proposals, including setting targets, outputs and indicators and developing budgets and workplans for NTS and EORE activities for both direct and partner led implementation. Support the technical review of partner proposals and budgets in coordination with Grants, MEAL and Partnerships.

Localisation and Partnership Development

Support the technical assessment of national HMA partners. Review and oversee capacity development plans for NTS and EORE partners. Ensure partner-led implementation meets DRC technical and quality standards.

Planning, Coordination, and Context Analysis

Ensure DRC Standard Operating Procedures (SOPs) on EORE and NTS are up-to-date and aligned with International Mine Action Standards (IMAS), National Mine Action Standards (NMAS), and DRC Global Operational Procedures (GOPs). Advise on safe and effective management of all aspects of CL and related tasks, in accordance with relevant IMAS, NMAS, and SOPs. In cooperation with HMA Operations Manager (OM) and HMA Managers, identify gaps and inefficiencies in the implementation of CL activities. Organise and facilitate regular coordination meetings for all Areas of Operations to follow up on target achievements and/or challenges/opportunities.

Technical support to the oversight of Explosive Ordnance Risk Education

Ensure CL Supervisors and HMA Managers/CL Managers, have the ability to continuously analyse the context, including Explosive Ordnance (EO) contamination. Maintain overview of and identify gaps in the provision of EORE sessions, Training of Trainers (ToT) for local stakeholders and implement Community Participation Plan (CPP) activities across all EORE areas of operation and with all implementing partners. Follow up on casualty trends and behavioral change patterns to provide technical inputs and innovative good practices to mass and social media EORE campaigns. Monitor efficiency of EORE delivery through practical observation and analysis of retention test results.

Implementation of Non-technical Survey

Maintain oversight of NTS methodologies and tools and propose innovative good practices including for community engagement. Develop and ensure rollout and application of evidence-based assessment protocols and guidelines. Update the SOPs, protocols, and guidelines for the methodology used to mark Hazardous Areas, ensuring they are aligned with the NMAS, and submit them to the HMA OM for approval. Establish technical criteria for Suspected Hazardous Area (SHA) or a Confirmed Hazardous Area (CHA) designation and cancellation in accordance with NMAS and monitor consistent application by all teams. Develop pre and post -clearance protocols and communication strategies, ensure and monitor rollout and feedback.

Community Engagement and Community Liaison Activities

Provide technical oversight of CL activities and advise on community engagement best practices. Develop pre and post -clearance protocols and communication strategies. In coordination with MEAL and other sectors, analyze land release impacts. Coordinate the organization HMA workshops, events, and other such public events, organised by DRC across all Areas of Operations.

Reporting and Information Management

Ensure Technical standards for NTS/EORE documentation and reporting are in place and maintained. Cooperate with the MEAL department to design, test, rollout and implement outcome and impact monitoring tools for land release. Upon request, provide compilated information on CL activities from all Areas of Operations.

People Management and Capacity Development

Provide technical support and mentorship to national colleagues with the objective of nationalizing the role. The position has technical oversight responsibilities over EORE/NTS Trainers, EORE/NTS Quality Assurance team, Community Liaison Manager, EORE/NTS Supervisors. This includes participation in recruitment, performance management and capacity development. Coordinate the delivery of relevant training activities for national staff where required, including CL, participatory learning techniques, communication skills and facilitation skills based on continuous training needs assessment. Conduct ongoing reviews and maintain a register for capacity building within all CL areas for all national staff involved.

Quality Management and training

Support the procurement of NTS and EORE-related equipment at Area and Country levels. Support Quality Management (QM) team on coordinating Quality Assurance/Quality Control (QA/QC) visits of NTS/EORE activities and ensure that non-conformities are addressed. In collaboration with QM Specialist, NTS Trainer and EORE Trainer, update relevant SOPs and Technical Methodologies and Procedures (TMPs) for onward approval by the HMA OM.

External Engagement

Upon request of the Head of Programme and Head of HMA, attend national and international Mine Action meetings, workshops, and conferences related to NTS and EORE. Conduct on-going liaison with all relevant stakeholders (government, INGOs, national NGOs, mine action centers, etc.) and establish and maintain networks for information exchange. Coordinate the organization HMA workshops, events, and other such public events, organised by DRC across all Areas of Operations.

About you

To be successful in this role we expect you to bring deep technical expertise in NTS, combined with a strong track record in programme coordination and technical oversight. You are able to provide technical guidance across multiple locations while maintaining a clear focus on quality and capacity building. Beyond technical excellence, you bring a genuine interest in integrated programming and are comfortable working across functions and sectors to contribute to broader recovery outcomes for conflict-affected communities and efficiency. Technical certification in NTS.

Experience

At least 5 years of relevant experience in humanitarian mine action. At least 3 years experience managing and overseeing NTS activities. A master's degree in international development, humanitarian affairs, social sciences, or a related field. Proven experience with conducting capacity development and mentorship in the field of NTS. Full professional proficiency in written and verbal English, with excellent communication skills. Computer literacy: advanced knowledge of Microsoft Office package (with focus on Excel, Word, and PowerPoint). Demonstrated experience in strategic planning and program development. Comprehensive knowledge of International Mine Action Standards and humanitarian mine action best practices. Proven experience managing complex programs and providing technical oversight across multiple locations. The role requires demonstrated ability to influence without direct authority and to coordinate effectively across departments and with external stakeholders. Proven experience developing technical standards and operating procedures. Strong strategic thinking and analytical skills. Familiarity with quality management systems in humanitarian contexts.

We offer

Contract length: 12 months fixed-term contract with the possibility of extension depending on performance and availability of funding after successful completion of a 3-month probationary period. Designation of Duty Station: Kyiv, non-family duty station. Start date: September 2026.
