Position Title: Finance Officer
Localisation
Base Location: NEPAS office in Kathmandu Nepal, with some field visits to Lumbini Province, Nepal
Reporting to: NEPAS, Royal College of Paediatrics and Child Health (RCPCH Global)
Contract Type: Fixed Term Contract
Contract Duration: 4 days per week, until May 2029
Salary: EUR 317 per month / EUR 4,116 per year (salary paid for 13 months each year, to include festival allowance)
Scope of work:
The Finance Officer role is for four days per week until May 2029. The post holder will play a crucial role in the financial management of the âSustainable Universal Neonatal And Under-five (Child) Life Outcomes (SUNAULO)â project, implemented by the Nepal Paediatric Society (NEPAS) and the Royal College of Paediatrics and Child Health (RCPCH Global), as well as other day-to-day NEPAS financial activities. The role requires meticulous attention to detail, strong organizational skills and the ability to communicate financial information effectively. The Finance Officer is responsible for supporting the financial management, accounting, budgeting, compliance and reporting functions of the organization in accordance with Nepal Government regulations, donor requirements and organizational policies. The Finance Officer will oversee the timely implementation, documentation, monitoring and reporting of the budget for the project.
Key responsibilities:
1.Financial management & accounting
Maintain accurate financial records, ledgers, vouchers, and supporting documents
Process payments, bank transactions, petty cash, and journal entries
Prepare monthly bank reconciliations and cash flow statements
Ensure timely recording of expenses and income in accounting software/manual systems
- Budgeting & financial reporting
Support preparation and monitoring of project and operational budgets
Track expenditures against approved budgets and report variances
Prepare monthly, quarterly, and annual financial reports for management and donors
Assist in financial forecasting and budget revisions
- Compliance & audit
Ensure compliance with Nepal labor laws, tax regulations, Social Security Fund (SSF), and organizational financial policies
Deduct and deposit applicable taxes (TDS), VAT, and other statutory payments along with tax clearance
Support in internal and external audits by preparing required documents and schedules
Maintain proper documentation for donor and statutory compliance
- Coordination & support
Coordinate with programme staff regarding financial documentation and budget utilization
Liaise with banks, vendors, auditors, and government agencies when required
Support procurement and payment verification processes

Support Social Welfare Council (SWC) financial reporting and documentation requirements
Assist in preparing financial reports and donor compliance documents
Ensure proper documentation for grants and project expenditures
Provide financial reports as required by stakeholders

Work closely with team to prepare SWC project agreement (PA) budget and submission to SWC
Take lead role for SWC budget monitoring, ensure monthly reporting against project agreement
Provide orientation to team on financial matters
Need to solve problems in financial matters
Formation / DiplĂŽmes
Review and consolidate critical financial information (annual budgets, reports)
Review periodic burn rate and ensure it is in line with cash flow forecast

Minimum required qualifications:
Expérience
Masters degree in Accounting, Finance or Business Administration, or equivalent with a minimum of 3 yearsâ of work experience in financial management (preferably budgeting, procurement and donor/Social Welfare Council reporting)
Proven experience in dealing with audit, tax-related matters
Clear understanding of the development sector, its operating and regulatory environment (in Nepal)
Clear in-depth technical and practical knowledge and understanding of the relevant job domain
Strong leadership experience in finance and accounting
Strong experience of budget management and reporting for international donor-funded projects in Nepal
Knowledge of internal, external and project audit
Strong attention to detail
Experience in managing time and resource constraints
Strong computing skills, including Excel and accounting software
Strong communication, analytical and report writing skills with fluency in spoken and written English and Nepali
Enthusiasm to work independently and with a multi-disciplinary/ cross cultural team
