UNICEF, a global leader in advocating for the rights of every child, is seeking a Consultant to provide specialized technical support to Rwanda’s National Council for Persons with Disabilities (NCPD). This five-month, office-based assignment, based in Kigali, aims to enhance the integration of disability inclusion within national and local government planning and budgeting frameworks. The consultant will collaborate closely with NCPD, SINALOA, MINEFI, and other key stakeholders to refine planning, budgeting, and monitoring tools, evaluate the incorporation of disability considerations in sectoral and district plans, and advocate for the systematic inclusion of disability priorities in government resource allocation. Core responsibilities include strengthening institutional capacity, facilitating planning consultations, ensuring quality assurance in policy development, and advancing coordination and advocacy efforts to reinforce accountability for disability inclusion. Additionally, the consultant will contribute to critical analytical and system-strengthening initiatives, such as mapping disability indicators across government information systems, conducting capacity assessments, developing disability management information and referral systems, and conducting costing analyses for disability support services. These efforts will bolster Rwanda’s evidence base and institutional frameworks to advance disability-inclusive governance and service delivery. Candidates must possess a Master’s degree in Social Policy, Public Policy, Development Studies, Economics, or a closely related field, along with at least five years of professional experience in disability inclusion, government planning and budgeting systems, public financial management, monitoring and evaluation, capacity building for public institutions, and multistakeholder coordination in decentralized governance settings. Fluency in English and Kinyarwanda is essential, while proficiency in French is advantageous. The ideal candidate will demonstrate strong analytical, capacity-building, facilitation, and report-writing skills, with a proven ability to develop and review tools for disability inclusion, support monitoring of sectoral and district plans, deliver technical assistance to ministries and districts, and lead advocacy efforts. Experience in mapping disability indicators, conducting participatory capacity assessments, and developing institutional guidelines for disability management systems and referral mechanisms is highly desirable.
