Learn more about IOM’s workplace culture at IOM workplace culture | International Organization for Migration FOR THE CONSULTANCY CONTRACT OF: Support integration of GBV and protection risk mitigation in evacuation centres in Vanuatu Duty Station of the Consultancy: Based Duration of Consultancy: 6 Months, September 2026 – February 2027 Nature of the consultancy: CONSULTANT CATEGORY – B Project Context and Scope: Vanuatu is highly vulnerable to natural hazards including tropical cyclones, earthquakes, volcanic eruptions, droughts, flooding, and other climate-induced disasters. During emergencies and displacement situations, women, girls, persons with disabilities, and other vulnerable groups face heightened risks of Gender-Based Violence (GBV), including sexual exploitation and abuse, domestic violence, and other protection risks. The Government of Vanuatu has established and is establishing several evacuation centres across the provinces to strengthen disaster preparedness and response efforts. IOM, with technical and financial support from UN Women, is currently implementing a project to ensure that evacuation centres are safe, accessible, and responsive to the needs of women and girls, and other vulnerable groups. This work is supported by UN Women through the Pacific Partnership to End Violence Against Women (Pacific Partnership) programme, funded primarily by the Government of Australia, and the European Union, and coordinated by UN Women and the Pacific Community (SPC), in strategic partnership with the Pacific Islands Forum (PIF).

Formation / Diplômes

As part of this process, IOM and UN Women will review and update the GBV and Protection Risk Mitigation Guidelines for Evacuation Centres, , and produce Information, Education and Communication (IEC) materials that promote GBV prevention, mitigation, reporting pathways, and survivor-centred approaches and develop and deliver training material to strengthen the capacity of stakeholders. The purpose of this consultancy is to strengthen GBV risk mitigation and protection measures within evacuation centres by: Reviewing and updating the existing GBV and Protection Risk Mitigation in Evacuation Centres Guidelines, including related GBViE SOP Template for Evacuation Centres; Piloting Guidelines, SOP and IEC materials across the three provinces of Shefa, Sanma, Malampa including surrounding communities of the five newly established evacuation centre sites in Provinces of Shefa and Sanma including two already established sites in Shefa, Sanma and Malampa to test key messages and to assess how people receive, interpret, and share information, and integrate findings and recommendations. Convene a validation workshop with government and key stakeholders including CSOs to review and finalize the revised Guidelines. Translate the Guidelines into Bislama to ensure accessibility and local relevance. Design and print the Guidelines and accompanying awareness posters for dissemination. Develop training module based on the updated GBViE Guidelines, and module will be available online as a self-paced course (IOM E-Campus). Conduct a two-day training workshop for DECM members Government, Civil Societies, NGO's, faith-based groups and communities in Efate, Santo and Malekula. Organizational Department / Unit to which the Consultant is contributing: Protection/CTIP Unit + DRCC for PX0565 and DRCC for DR0114. Category B Consultants: Tangible and measurable outputs of the work assignment Under the overall supervision of the IOM Vanuatu Chief of Mission and in coordination with National Programme Officer (Protection), and in coordination with UN Women who will provide technical review and support, the consultant is expected to complete the following: Inception and Desk Review Review and Update the GBV and Protection Risk Mitigation Guidelines and SOP in Evacuation Centres Piloting Guidelines, SOP and IEC materials across the three provinces of Shefa, Sanma, Malampa Convene a validation workshop with government and key stakeholders including CSOs to review and finalize the revised Guidelines Translate the Guidelines, SOP and IEC Materials into Bislama to ensure accessibility and local relevance. For the Bislama translation, this will be coordinated jointly with the project teams for translation support. Design and print the Guidelines and accompanying awareness posters for dissemination Develop training module based on the updated GBViE Guidelines and SOP, and module will be available both offline and online as a self-paced course (IOM E-Campus). Conduct a two-day training workshop for DECM members Government, Civil Societies, NGO's, faith-based groups and communities in Efate, Santo and Malekula At the end of the contractual period, the following outputs will be delivered:

  • 5 September 2026 – Inception Report and Desk Review Submission of an inception report outlining the methodology, workplan, and consultation approach for the assignment. In-country support required: No
  • 30 September 2026 – Review and Update of GBViE Guidelines and SOP Template Review and update the existing GBV and Protection Risk Mitigation in Evacuation Centres Guidelines and related GBViE SOP Template for Evacuation Centres. Conduct a stakeholder consultation workshop with representatives from evacuation centre sites in Shefa, Sanma, and Malampa Provinces to gather feedback and recommendations. In-country support required: Yes
  • 30 October 2026 – Pilot Testing of Guidelines and IEC Materials Pilot the revised Guidelines and IEC materials in Shefa, Sanma, and Malampa Provinces, including surrounding communities. Assess how communities receive, interpret, and share information, and incorporate findings and recommendations into the final products. In-country support required: Yes
  • 30 November 2026 – Validation Workshop Facilitate a validation workshop with government counterparts, civil society organizations, and other stakeholders to review and finalize the revised Guidelines. In-country support required: Yes
  • 30 November 2026 – Translation, Design, and Printing Translate the Guidelines, SOP, and IEC materials into Bislama. Design and print the finalized Guidelines and awareness materials for dissemination. Translation support will be coordinated jointly with the project team. In-country support required: No
  • 30 January 2027 – Online and Offline Training Module Development Develop and submit a training module based on the updated GBViE Guidelines. Ensure the module is available both offline and online, including as a self-paced course on the IOM E-Campus. In-country support required: No
  • 28 February 2027 – Training Implementation Conduct two-day training workshops in Shefa (Efate), Sanma (Santo), and Malampa (Malekula). Train DECM members, government representatives, civil society organizations, NGOs, faith-based organizations, and community representatives on the finalized GBViE Guidelines and materials. In-country support required: Yes The payment will be made upon successful delivery of the deliverables as per the below instalment payment timeline:
  • 15 September 2026 – Inception Report and Desk Review Submission and approval of the Inception Report and Desk Review Report outlining the methodology, workplan, consultation approach, and key findings from the desk review. Payment: USD 1,290
  • 30 September 2026 – Draft GBV and Protection Risk Mitigation Guidelines and SOP Submission of the draft GBV and Protection Risk Mitigation in Evacuation Centres Guidelines and draft GBViE Standard Operating Procedures (SOP) for Evacuation Centres . Payment: USD 2,064
  • 30 October 2026 – Pilot Testing of Guidelines and IEC Materials Submission of reports from consultations conducted across Shefa, Sanma, and Malampa Provinces. Submission of updated Guidelines, SOP, and IEC materials incorporating findings from the pilot phase. Payment: USD 1,720
  • 30 November 2026 – Validation, Translation, and Design Submission of the Validation Workshop Report. Submission of translated GBViE Guidelines, SOP, and IEC materials, together with finalized designed materials ready for dissemination. Payment: USD 1,290
  • 30 January 2027 – Online and Offline Training Module Submission of a comprehensive training module based on the updated GBViE Guidelines, including all supporting documentation and materials required for implementation and upload to the IOM E-Campus. Payment: USD 2,150
  • 28 February 2027 – Training Delivery Submission of a Training Report documenting the implementation of two-day training workshops in Shefa, Sanma, and Malampa Provinces. Payment: USD 1,290 Total Contract Value: USD 9,804. Performance indicators for the evaluation of results Performance should be assessed according to the tangible and measurable outputs of the work assignment above.

Education, Experience and/or skills required: The qualified candidate should possess: Advanced university degree (Master's degree preferred) in Gender Studies, Social Sciences, Development Studies, Human Rights, Public Health, Disaster Risk Reduction, Humanitarian Action, International Development, Law, Communications, or a related field. Specialized training or certification in Gender-Based Violence (GBV), Protection, Gender in Emergencies, Gender-Based Violence in Emergencies (GBViE), Protection from Sexual Exploitation and Abuse (PSEA), or related areas is an asset.

Expérience

Minimum 7 years of progressively responsible professional experience in gender equality, protection, GBV prevention and response, humanitarian programming, disaster risk reduction, or emergency management. Demonstrated experience in the development, review, and revision of GBV, protection, or humanitarian guidelines, policies, standards, and operational tools. Proven experience in Gender-Based Violence in Emergencies (GBViE) programming, including prevention, risk mitigation, survivor-centred approaches, and coordination mechanisms. Experience conducting risk assessments and developing assessment tools, checklists, protocols, and practical guidance materials for humanitarian or emergency contexts. Proven track record in the design and development of Information, Education and Communication (IEC) materials, awareness-raising resources, behaviour change communication products, and community engagement materials. Experience integrating gender equality, disability inclusion, child protection, safeguarding, and protection principles into humanitarian and disaster preparedness initiatives. Demonstrated experience working with government agencies, humanitarian actors, civil society organizations, women's organizations, and community stakeholders. Experience facilitating stakeholder consultations, workshops, validation meetings, and technical review processes. Previous work experience in Vanuatu or other Pacific Island Countries is highly desirable. Experience supporting emergency preparedness and management systems, including evacuation centres, shelters, displacement settings, or disaster response mechanisms, is an advantage. Experience in working with relevant government agencies will be considered an advantage; Capacity to work independently and with minimal supervision; Personal commitment, efficiency, and flexibility; Strong organizational and time management skills, and ability to multi-task and deliver under tight timelines; Strong intrapersonal skills demonstrated by the ability to work in multi-cultural, multi-ethnic environments with sensitivity and respect for diversity; Fully computer literate; Excellent written and oral communication skills; Prior experience with IOM or a relevant UN agency will be considered an advantage. Travel required: This consultancy is primarily home based and some travel to Vanuatu is required. Dates of travel will be discussed and coordinated with the successful candidate chosen for this consultancy. Languages For this consultancy, fluency in English is required (oral and written).
