We are currently seeking qualified candidates to fill this consultancy position in Kigali, Rwanda, for a duration of five months. The consultant will deliver specialized technical assistance to the National Council for Persons with Disabilities (NCPD) to enhance the integration of disability inclusion within national and local government planning and budgeting frameworks. This will involve refining planning, budgeting, and monitoring instruments, evaluating the extent of disability mainstreaming in sectoral and district plans, and advocating for the systematic incorporation of disability considerations in government priorities and resource allocation. Collaborating closely with NCPD, the Ministry of Local Government (SINALOA), the Ministry of Finance and Economic Planning (MINEFI), and other key stakeholders, the consultant will facilitate capacity-building initiatives, facilitate planning consultations, and ensure quality assurance to embed disability inclusion within government planning and budgeting cycles. The role will also support coordination and advocacy efforts to reinforce institutional accountability and commitment to disability inclusion. Additionally, the consultant will contribute to targeted analytical and system-strengthening activities, including mapping disability indicators across government information systems, conducting capacity assessments, developing disability management information and referral systems, and conducting analytical work on the costing of disability support services. These initiatives aim to strengthen the evidence base and institutional systems necessary to advance disability-inclusive governance and service delivery in Rwanda. Applicants must meet the following qualifications and requirements: a master’s degree in social policy, public policy, development studies, economics, or a related discipline; at least five years of professional experience in disability inclusion, government planning and budgeting systems, public financial management, monitoring and evaluation, capacity building for public institutions, and multi-stakeholder coordination in decentralized governance contexts; fluency in English and Kinyarwanda, with proficiency in French considered an advantage; and demonstrated analytical, capacity-building, facilitation, and report-writing skills. Desirable competencies include the ability to develop and review tools for disability inclusion in planning and budgeting, support the monitoring of sectoral and district plans and budgets for disability mainstreaming, assist in capacity building for ministries, agencies, and districts on disability inclusion, provide technical support to planning consultations and quality assurance processes, and advocate for disability mainstreaming within planning and budgeting frameworks.
