ORGANIZATIONAL CONTEXT

The Emergency Officer will play a central role in supporting WFP Chad's emergency preparedness, response, and strategic transition agenda in one of the world's most complex humanitarian environments. Chad continues to face recurrent displacement crises, climate shocks, and chronic food insecurity, while hosting a growing refugee population from neighboring countries. In this context, WFP is implementing a gradual transition from largely status-based assistance towards a vulnerability-driven approach that prioritizes resources according to needs while strengthening pathways towards resilience and self-reliance. Working under the Emergency Preparedness and Response function, the incumbent will support preparedness planning, emergency response coordination, operational analysis, and partnership engagement across the Country Office and Field Offices. The position requires close collaboration with programme, supply chain, protection, digital solutions, and monitoring teams, as well as with key external stakeholders including UNHCR, IOM, CNARR, government authorities, NGOs, and humanitarian coordination mechanisms. The Emergency Officer will contribute to ensuring that emergency interventions remain timely, accountable, and evidence-based, while supporting the operationalization of WFP's strategic shift towards vulnerability-based targeting and integrated assistance approaches. This includes supporting emergency assessments, beneficiary targeting and verification processes, digital delivery systems, donor reporting, and coordination efforts that bridge humanitarian response with resilience, livelihoods, and self-reliance opportunities for refugees and vulnerable host communities.

The role requires strong analytical, coordination, and operational skills, as well as the ability to work across multiple functions and partners to support WFP's objective of saving lives today while enabling vulnerable populations to progressively reduce their reliance on humanitarian assistance over time.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority) Lead emergency preparedness and rapid response coordination by supporting the implementation of the Country Office Emergency Preparedness and Response, maintaining minimum preparedness standards, strengthening refugee influx analysis and timely rapid response, and operational coordination with UNCHR and CNARR. Support the delivery of high-quality emergency assistance and programmatic transition efforts by working closely with internal and external stakeholders to ensure effective targeting, beneficiary management, digital delivery systems, and the progressive shift from predominantly status-based assistance to vulnerability-based assistance creating coherent pathways from emergency response to resilience-building/self-reliance solutions for refugees and vulnerable host communities.

Contribute to operational analysis, evidence generation, and strategic reporting through needs assessments, operational monitoring, donor reporting, situation reports, and management briefs that support informed decision-making, resource mobilization, and accountability to affected populations and donors. Facilitate coordination across humanitarian and reinforce collaboration with Government by supporting the Food Security cluster Coordination, developing and implementing the collaboration framework and capacity strengthening activities with the CNARR and other relevant government technical services. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.

Formation / Diplômes

Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. Other as required.

  • Have 3 years of professional experience in Programme, especially in emergency area.
  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: International Professional: Fluency (level C) in French language. Intermediate knowledge (level B) in English
