We are currently seeking qualified candidates to apply for Consultant position (Job No: 594925), based in Kigali, Rwanda, for a five-month office-based assignment. The successful candidate will provide expert technical assistance to the National Council for Persons with Disabilities (NCPD) to enhance disability mainstreaming within national and local government planning and budgeting frameworks. Responsibilities include strengthening planning, budgeting, and monitoring tools; evaluating the integration of disability inclusion in sectoral and district plans; and advocating for systematic inclusion of disability considerations in government priorities and resource allocation. In close collaboration with NCPD, the Ministry of Local Government (SINALOA), the Ministry of Finance and Economic Planning (MINEFI), and other key stakeholders, the consultant will facilitate capacity development, conduct planning consultations, and ensure quality assurance to embed disability inclusion across government planning and budgeting cycles. The role also involves coordinating advocacy initiatives to reinforce institutional commitment and accountability for disability inclusion, alongside contributing to analytical and systems-strengthening tasks such as mapping disability indicators across government information systems, conducting capacity assessments, developing disability management information and referral systems, and analyzing the costing of disability support services. These efforts aim to build a robust evidence base and institutional systems essential for advancing disability-inclusive governance and service delivery in Rwanda. Qualified applicants must meet the following criteria: a Master’s degree in Social Policy, Public Policy, Development Studies, Economics, or a closely related field. A minimum of five years of professional experience is required in disability inclusion, government planning and budgeting systems, public financial management, monitoring and evaluation, institutional capacity development, and multi-stakeholder coordination within decentralized governance settings. Fluency in both English and Kinyarwanda is essential, with proficiency in French considered advantageous.
