Financée pour une durée de 45 jours ouvrés par le projet régional HISWACA, cette mission est essentielle pour garantir l'ancrage local et l'appropriation nationale du processus. Le/la consultant (e) national (e) assurera les tâches décrites ci-dessous : Affiner les activités, calendriers et budgets du draft de feuille de route issu de l'atelier de Bangui. Approfondir l'analyse situationnelle en complétant les canevas standardisés pour l'analyse diagnostique du système national. Utiliser l'outil CRVS Costing Tool pour produire un budget prévisionnel détaillé et réaliste. Élaborer un plan de communication intégré (changement de comportement, plaidoyer et normes sociales). Organiser des réunions de concertation avec les parties prenantes (Santé, Justice, INS, Société Civile) pour valider les activités. Collaborer étroitement avec le consultant international pour garantir l'interopérabilité et la comparabilité régionale Required Skills
- Minimum 5 ans d'expérience dans le domaine de l'état civil ou de la production de statistiques sociales en RCA. Bonne connaissance des mécanismes de collaboration et coordination entre divers acteurs des systèmes ESEC dans les pays en développement. Excellente connaissance du cadre juridique et institutionnel de l'état civil centrafricain. Excellente maîtrise des normes internationales et des meilleures pratiques en matière de systèmes ESEC. Expérience avérée dans l'élaboration de plans stratégiques ou de feuilles de route budgétisées.
