The Southern African Food and Economic Empowerment (SAFEE) Programme, a four-year initiative funded by Sida and implemented by the Central Region Milk Producers Association (CREMPA) in collaboration with Small Producer’s Development and Transporters Association (SPRODETA), African Institute of Corporate Citizenship (AICC), Malawi Union of Savings and Credit Cooperatives (MUSCCO), Women’s Legal Resource Centre (WOLREC), and We Effect, seeks a qualified consultant to conduct a comprehensive baseline survey. This assignment aims to establish benchmark values for programme indicators, assess existing conditions in target communities, validate programme assumptions, and provide evidence to guide implementation, monitoring, evaluation, learning, and accountability. The consultant will undertake a mixed-methods baseline study, encompassing the review of relevant programme documents, development and refinement of research methodology and data collection tools, training of enumerators, quantitative household surveys, qualitative data collection through Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs), data quality assurance and cleaning, analysis and interpretation of findings, presentation of preliminary results to stakeholders, and preparation of both draft and final baseline reports. Deliverables include an inception report outlining the study methodology and work plan, finalized data collection tools, cleaned quantitative and qualitative datasets, a draft baseline report for stakeholder review—including an Indicator Tracking Table with baseline data—submitted and presented to We Effect and project partners, a validated final baseline report, presentation of study findings, and an electronic archive containing all datasets, questionnaires, data dictionaries, transcripts, sampling documentation, and related materials. The assignment must be completed within a maximum of 30 working days. Candidates should hold at least a master’s degree in agricultural economics, agribusiness management, gender equality, or economics, with a minimum of five years of proven experience in conducting baseline studies, evaluations, or similar research using mixed-method approaches. Proficiency in statistical and qualitative data analysis software (e.g., SPSS, NVivo) and demonstrated expertise in quantitative and qualitative research methodologies are essential.
