Organization: Paramount Young Women Initiative (PAYOWI) Background The Paramount Young Women Initiative (PAYOWI) is a women-led, youth-focused non-governmental organization committed to empowering young women, girls, and marginalized communities in Liberia through advocacy, leadership development, education, gender equality, Sexual and Reproductive Health and Rights (SRHR), and social justice initiatives. Over the years, PAYOWI has successfully implemented programs in partnership with national and international organizations, contributing to improved access to education, protection of women’s and girls’ rights, youth empowerment, and community development. As the organization continues to expand its reach and influence, there is an increasing need to diversify and strengthen its resource mobilization efforts to ensure long-term sustainability. In line with its Strategic Plan (2026–2030), PAYOWI seeks to engage a qualified consultant to develop a comprehensive Resource Mobilization Policy that will guide the organization’s fundraising practices, donor engagement, resource mobilization, and accountability mechanisms. Purpose of the Consultancy The purpose of this consultancy is to develop a comprehensive Resource Mobilization Policy that establishes the principles, standards, procedures, and governance framework for mobilizing financial and non-financial resources in an ethical, transparent, accountable, and sustainable manner. Objectives The consultant will: Review PAYOWI’s current fundraising practices, systems, and resource mobilization processes. Assess existing policies and identify gaps related to resource and donor engagement. Develop a comprehensive Resource Mobilization Policy aligned with PAYOWI’s Strategic Plan (2026–2030) and international best practices for full implementation of the policy. Establish clear guidelines for donor engagement, acceptance and management of donations, partnerships, sponsorships, grants, and fundraising activities. Define roles and responsibilities of the Board, management, staff, and volunteers in fundraising. Recommend ethical standards, accountability measures, and compliance procedures for resource mobilization activities that aligns with the resource mobilization policy. Scope of Work The consultant shall undertake, but not be limited to, the following tasks: Review relevant organizational documents, including: Strategic Plan (2026–2030) Organizational policies and procedures Annual Report Organizational profile Existing fundraising and resource mobilization practices Conduct consultations with PAYOWI management, Board members, staff, and relevant stakeholders. Benchmark resource policies and best practices from comparable national and international NGOs. Draft a comprehensive Resource Mobilization Policy covering governance, ethical fundraising, donor engagement, fundraising planning, gift acceptance, financial accountability, reporting, risk management, compliance, conflict of interest, and monitoring. Facilitate a validation workshop with PAYOWI management and key stakeholders. Revise the policy based on stakeholder feedback and submit the final document. Expected Deliverables The consultant will produce: An inception report outlining the methodology, work plan, and timeline. A policy assessment report highlighting findings and recommendations. A draft Resource Mobilization Policy. A validation workshop and presentation of the draft policy. A finalized Resource Mobilization Policy incorporating stakeholder feedback. Practical implementation guidelines and recommendations for operationalizing the policy. Duration of the Consultancy The consultancy is expected to be completed within 30 working days from the date of contract signing. Reporting and Supervision The consultant will report directly to the Executive Coordinator or a designated focal person. Regular progress updates will be provided throughout the consultancy. Consultant Qualifications The consultant should possess: A degree in Business Administration, Development Studies, Public Administration, International Development, Nonprofit Management, or a related field. At least five (5) years of demonstrated experience in fundraising, resource mobilization, organizational development, or strategic planning. Proven experience developing fundraising or resource mobilization strategies for NGOs, civil society organizations, or development partners. Strong understanding of the donor landscape in Liberia, West Africa, and internationally. Experience working with bilateral and multilateral donors, private foundations, corporate partners, and philanthropic organizations. Excellent analytical, facilitation, communication, and report-writing skills. Demonstrated ability to deliver high-quality consultancy assignments within agreed timelines.
