The Southern African Food and Economic Empowerment (SAFEE) Programme, a four-year initiative funded by Sida and implemented by the Central Region Milk Producers Association (CREMPA) in collaboration with Small Producer’s Development and Transporters Association (SPRODETA), African Institute of Corporate Citizenship (AICC), Malawi Union of Savings and Credit Cooperatives (MUSCCO), Women’s Legal Resource Centre (WOLREC), and We Effect, seeks qualified consultancy services to conduct a comprehensive baseline survey. This study will establish benchmark values for programme indicators, assess prevailing conditions in target communities, validate programme assumptions, and provide evidence to inform implementation, monitoring, evaluation, learning, and accountability. The consultant will conduct a mixed-methods baseline study, including but not limited to reviewing programme documents, developing and refining methodologies and data collection tools, training enumerators, administering quantitative household surveys, and collecting qualitative data through Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs). Additional responsibilities include ensuring data quality, cleaning and analyzing datasets, interpreting findings, presenting preliminary results to stakeholders, and preparing both draft and final baseline reports. Deliverables include an inception report outlining the study methodology and work plan, finalized data collection tools, cleaned quantitative and qualitative datasets, a draft baseline report with an Indicator Tracking Table for stakeholder review, a validated final report, presentation of findings, and an electronic archive containing all study materials. The assignment must be completed within a maximum of 30 working days. Qualified candidates must possess at least a master’s degree in agricultural economics, agribusiness management, gender equality, or economics, along with at least five years of experience in baseline studies, evaluations, or similar research using mixed-method approaches. Demonstrated expertise in quantitative and qualitative research methodologies is essential, as is proficiency in statistical and qualitative data analysis software such as SPSS and NVivo. Experience in agriculture, food security, climate resilience, women’s economic empowerment, rural development, or civil society strengthening is highly desirable. Strong analytical, facilitation, writing, and communication skills, along with the ability to meet tight deadlines, are required.
