Internal travel to project locations (possibility of travelling outside of Buchanan to other Counties). Job Purpose: The Programme Coordinator is a senior leadership role responsible for overseeing and coordinating integrated programmes to ensure high-quality, timely, accountable, and impactful delivery. The position provides strategic direction, strengthens programme performance, supports effective programme management systems, and provides leadership and supervision to Programme Managers. The role promotes a results-driven culture, ensures efficient resource use, and contributes to programme growth and external engagement. The Programme Coordinator reports to the Programme Director and directly manages Programme Managers. Candidate Profile: The ideal candidate is a strategic and results-oriented leader with proven experience managing complex, integrated programmes and leading multidisciplinary teams. They demonstrate strong decision-making, sound judgement, and the ability to translate strategy into effective programme delivery while fostering collaboration, accountability, and continuous improvement. Core Responsibilities: Programme Management: Provide strategic leadership and coordination of integrated programmes across WASH, Livelihoods, Nutrition, and Education to ensure alignment, coherence, and maximum impact. Act on behalf of the Programme Director on programme coordination matters when delegated, ensuring continuity of leadership and effective programme oversight. Oversee programme delivery to ensure activities are implemented on time, within scope and budget, and in line with agreed quality standards. Ensure programme implementation is guided by organisational programme quality standards, evidence, and learning, working closely with the Programme Quality and Development Coordinator and MEAL team to strengthen programme performance and continuous improvement. Coordinate closely with Finance, Supply Chain, Human Resources, MEAL, and Programme Quality teams to ensure timely, efficient, and well supported programme implementation. Lead programme performance management through regular review of programme performance data, adaptive management, and timely decision making to address implementation challenges and improve results. Promote documentation and sharing of lessons learned, best practices, and innovations to strengthen programme quality and organisational learning All staff are responsible for upholding and promoting Concern’s values, including our workplace equality, diversity and inclusion, and safeguarding values. Responsible for upholding and promoting Concern Liberia ’s environmental policies and strategies Capacity Strengthening Assess capacity gaps across programme teams and implement targeted development plans to strengthen programme leadership and technical capacity. Provide targeted support to Programme Managers to strengthen leadership capacity, technical effectiveness, and programme delivery performance. Promote staff development through training, learning opportunities, and performance improvement initiatives. Foster a culture of continuous learning, innovation, accountability, and knowledge-sharing across teams and programme areas. People Management Provide direct supervision, leadership, and support to Programme Managers to ensure effective team performance. Conduct regular performance reviews, coaching, and performance improvement planning as needed. Foster a positive, collaborative, and high-performing team culture that promotes accountability and results. Support staff wellbeing, motivation, and professional growth, including succession planning and team development. Ensure effective communication, coordination, and timely resolution of performance or conduct issues in line with organisational policies. Programme Development and Strategic Support Support programme design, expansion, and strategic planning initiatives. Contribute to evidence-based proposals, concept notes, and programme documentation. Contribute to donor engagement through strategic programme updates, timely information sharing, and coordination with Programme Managers and senior management. Identify opportunities to strengthen programme quality, learning, and sustainability. Ensure implementation experience, lessons learned, and evidence from ongoing programmes inform programme design, proposal development, and strategic planning. Budget Management Oversee programme budgets across sectors and grants to ensure effective resource management. Monitor programme expenditure trends, budget utilisation, and forecasts, and work with Programme Managers and Finance to ensure timely and efficient use of donor resources. Support Programme Managers in budget and procurement planning, monitoring, forecasting, and expenditure control. Review budget performance (budget vs actual) and facilitate timely corrective actions to address variances. Ensure compliance with donor and organisational financial requirements. Promote cost-effective programming, value for money, and responsible use of resources. External Representation Represent Concern in relevant sector coordination mechanisms, government forums, donor meetings, technical working groups, and other stakeholder platforms to maintain effective engagement and promote programme priorities. Build and strengthen strategic partnerships that support programme quality, sustainability, and impact. Promote organisational visibility, advocate for programme priorities, and serve as a key liaison between programme teams and external stakeholders. Role Requirements Essential Bachelor’s degree in development studies, Project Management, Public Health, Agriculture, Education, Social Sciences or a related field. Minimum 7–10 years of progressive programme management experience in humanitarian and/or development settings. Minimum 3–5 years of experience managing senior programme staff. Demonstrated experience managing integrated, multi-sector programmes involving multiple technical areas. Strong leadership and people management skills with proven ability to supervise and develop teams. Strong project cycle management skills. Experience managing complex budgets and donor-funded programmes (Irish Aid, EU, USAID, etc). Excellent stakeholder engagement and representation skills. Strong analytical, planning and problem-solving abilities. Excellent communication and report-writing skills. Willingness to travel frequently within programme areas. Desirable Master’s degree in a relevant field. Climate Finance or Market Systems Development experience. Experience working in Liberia or West Africa. Demonstrated experience in proposal development and resource mobilization. Experience managing consortium or multi-donor programmes. Knowledge of institutional donor requirements. Experience in localisation and partnership approaches.
