CEFA's medium- and long-term interventions in the agricultural, environmental, and human rights sectors are focused on the sustainable development of communities through the involvement of local counterparts and the active participation of local communities. RFP Summary The consultancy is part of the AICS-funded project GROW (Gender-Responsive Opportunities for Water Access, Livelihood Recovery and Climate Resilience for the Vulnerable Communities in West Pokot County). Under the project, CEFA will implement a WASH component with activities geared towards ensuring that vulnerable groups, particularly women, girls and people with disabilities, have safe and continuous access to drinking water and inclusive WASH services, with improved hygiene, menstrual health, prevention of waterborne diseases and sustainable water resource management. Overview of the Project Within the GROW project, CEFA will implement integrated activities aimed at improving access to safe water and inclusive WASH services, strengthening climate-resilient agriculture and pastoral livelihoods, supporting women's income-generating activities, nutrition-sensitive agriculture and beekeeping, and enhancing community resilience through drought risk reduction, landscape management, agroforestry, ecosystem restoration and improved preparedness for climate-related shocks.
Localisation
The proposed project sites are located in Kodich, Kapchok and Kiwawa Wards of Pokot North Sub-County, West Pokot County. Objectives of the Consultancy The tasks of the consultancy services will be: To carry out Test Pumping for selected boreholes / shallow wells and submit a Test Pumping Report with recommendations for the Client's consideration; To carry out Camera Inspection for selected boreholes and submit a Camera Inspection Report with recommendations for the Client's consideration; To carry out detailed assessments of existing electromechanical components (pumps, control panels / inverters, solar modules and cabling) for selected boreholes and submit a detailed Assessments Report with recommendations for the Client's consideration; To carry out water sampling and water quality analysis (chemical, including arsenic, and biological analysis) and submit Water Quality Test Results from a KENAS-approved laboratory. Scope of the Consultancy The scope of the assignment includes: Test Pumping for selected boreholes / shallow wells; Camera Inspection for selected boreholes; Detailed assessments of existing electromechanical components (pumps, control panels / inverters, solar modules and cabling) for selected boreholes; Water sampling and water quality analysis. Specific Tasks to be Executed by the Consultant
Formation / Diplômes
Engage relevant stakeholders, including the Department of Water and Environment of West Pokot, local administration, government departments and beneficiaries of target villages, for information sharing and coordination purposes;
Mobilise the required equipment and personnel and conduct test pumping (discharge drawdown and constant discharge tests, and recovery test) in accordance with the applicable requirements and procedures set out in the Water (Resources) Regulations, 2025 (Kenya) to determine borehole yield. Test pumping reports for each of the selected sites / wells will be prepared and submitted to the Client as per the reporting requirements; Carry out downhole borehole camera inspection (including video recording, and inspection of casing, screens, joints and sediment accumulation). A camera inspection report for each of the selected sites will be prepared and submitted to the Client as per the reporting requirements; Carry out detailed assessments of existing electromechanical components (pumps, control panels / inverters, solar modules and cabling) for selected boreholes, including problem diagnosis, and submit a detailed assessment report with recommendations for the Client's consideration and action; Carry out water sampling and water quality analysis through a KENAS-accredited laboratory . At a minimum, the following groups and parameters shall be analysed: Physical and general parameters: Turbidity, pH, Electrical Conductivity (EC) and Total Dissolved Solids (TDS); Mineralisation and salinity parameters: Total Hardness (as CaCO₃), Chloride, Sulphate, Sodium, Calcium and Magnesium; Groundwater quality parameters: Total Iron, Manganese and Fluoride; Nutrients and indicators of contamination: Nitrate, Nitrite and Ammonia; Potentially toxic elements / heavy metals: Arsenic, Lead, Cadmium, Mercury and Total Chromium; Microbiological parameters: Total Coliforms and Escherichia coli (E. coli). Sampling, preservation, transportation and laboratory analysis shall be undertaken in accordance with applicable standard procedures. For each water source, the laboratory report shall indicate the measured value, applicable maximum permissible limit and compliance status for each parameter. Results shall be assessed against the applicable Kenya Standard for potable water, including KS EAS 12:2018 or its latest applicable revision/replacement . The Consultant shall identify any parameter exceeding the applicable limits and provide recommendations regarding water suitability, treatment requirements and/or other corrective measures; Present the results / findings of the test pumping, camera inspection and conditional survey, with recommendations, to the Client (through an online or physical meeting). Staff Requirements and Qualifications
Expérience
The consulting firm must have qualified personnel with proven professional experience in groundwater / borehole surveys, development, test pumping, camera inspections and assessments (including assessments of pumps and inverters). As proof of experience and membership of the respective professional bodies, the consultant is required to attach personnel registration / membership certificates and detailed CVs. The consultant team should have at least the following key personnel, with minimum experience as follows: Hydrogeologist Minimum of a bachelor's degree in Hydrogeology / Water Resources / Engineering or equivalent from a reputable institution (Must provide academic certificate); Registered with the Ministry of Water and Irrigation as a Hydrogeologist (Must provide registration certificate); Minimum of three (3) years' progressive experience as a Hydrogeologist. Electromechanical Engineer Minimum of a bachelor's degree in Electromechanical Engineering or equivalent from a reputable institution (Must provide academic certificate); Registered with the Engineers Board of Kenya (EBK) or EPRA (Must provide EBK Certificate or EPRA Licence); Minimum of three (3) years' progressive experience as an electromechanical engineer in similar assignments (installation of solar pumping systems, borehole pump and solar systems rehabilitation). Test Pumping Technician Minimum of a Higher National Diploma in Civil, Electrical or Water Engineering or equivalent from a reputable institution (Must provide academic certificate); Registration from a relevant institution (EBK, EPRA, etc.); Minimum of two (2) years' progressive experience in borehole installations, rehabilitation and test pumping. Camera Inspection Technician Minimum of a Higher National Diploma in Civil, Electrical or Water Engineering or equivalent from a reputable institution (Must provide academic certificate); Registration from a relevant institution (EBK, EPRA, etc.); Minimum of two (2) years' progressive experience in borehole installations, rehabilitation and camera inspection.
