• 1. Background: Under the Global Partnership for Education (GPE), System Transformation Grant (STG), UNESCO Myanmar is implementing activities towards the attainment of the overall objective of the programme: to ensure that children across Myanmar, including those facing barriers to learning, have access to quality, inclusive education in safe and protective learning spaces, supported by strong community and partner engagement as well as targeted evidence generation and dissemination. This programme is organized around three key drivers of learning:
• 1. Access: Ensuring safe and equitable access to learning for all children and youth;
• 2. Quality: Strengthening quality teaching and learning through improved resources and capacity building; and
• 3. System Strengthening: Enhancing education system management, coordination, and monitoring. As part of this programme, UNESCO Myanmar developed ClassMap , a school management, school development plan submission, and attendance tracking platform currently mapping 296 community schools across 12 states and regions. To ensure the continued, active, and meaningful use of ClassMap by participating schools as well as additional schools to be onboarded under STG, UNESCO Myanmar has adopted the ClassMap Sustainability Plan, which establishes a structured framework for monitoring, peer engagement, recognition, technical support, and continuous communication between UNESCO, implementing partners, and schools. A central pillar of the Sustainability Plan is the establishment of a ClassMap Community of Practice, connecting school heads, focal teachers, UNESCO, and project partners around thematic areas critical to school functioning and resilience, alongside a monitoring, analytics, and feedback framework to track platform usage and school-level learning outcomes. Additionally, UNESCO also aims to promote peer learning and communities of practices among schools sharing experience, challenges and good practices through community groups. In parallel, UNESCO continues to coordinate learning assessment activities initiated under the previous GPE programme to support evidence generation, monitoring, and continuous improvement of education quality. To support these complementary areas of work, UNESCO seeks a consultant to lead the implementation of the ClassMap Sustainability Plan while also providing technical support for the coordination of learning assessment activities under the GPE STG programme.

- 2. PURPOSE OF THE ASSIGNMENT

The Individual Consultant is sought to coordinate and facilitate the ClassMap Community of Practice, design and deliver bite-size learning packages across four thematic areas such as School Planning, Basic Data Literacy, Risk Management, Climate and Disaster Risk Reduction Preparedness and Digital Literacy, and support learning assessment and data monitoring functions under the ClassMap Sustainability Plan. Working closely with the UNESCO Education team and implementing partners, the Consultant will contribute to building an active, well-informed network of ClassMap schools and ensure that engagement translates into measurable improvements in school planning, disaster preparedness, and platform data quality. The consultant will also be responsible for supporting the coordination of baseline and endline learning assessments across 100 schools in Sagaing and Rakhine, working closely with the contracted partner.

- 3. DUTIES AND RESPONSIBILITIES

Supervisory arrangements: Under the overall authority of the Regional Director of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok and the Office for UN Coordination in Asia and the Pacific, the direct supervision of the Head of the UNESCO Antenna Project Office in Yangon, and in close collaboration with the GPE STG Project Officer, the Individual Consultant will be engaged to coordinate the ClassMap Community of Practice and support learning assessment activities through the implementation of the following tasks:

• 1. Community of Practice Design and Content Development Discuss with the UNESCO Education team to map out topics, formats, and timelines for bite-size learning packages across the four thematic areas; Conduct consultative meetings with school heads and focal teachers to understand priorities and learning needs; Develop bite-size learning packages, short guides, and micro-learning content for each thematic area - School Planning, Risk Management, Climate and Disaster Risk Reduction Preparedness and Digital Literacy – drawing on content available from the Myanmar Teacher Platform and other relevant sources.
• 2. Facilitation and Engagement of the ClassMap Community of Practice Coordinate the ClassMap Digital Community of Practice (Telegram/Viber and in-platform School Community Network), including thematic sub-groups and prioritizing the safety of participants engaged in these groups; Moderate discussions, respond to queries, and share tips, reminders, and success stories in community groups; Plan and facilitate learning events (in-person workshops, webinars, orientations, refresher trainings) aligned with the Sustainability Plan's capacity-building and engagement calendar; Support delivery of engagement campaigns and challenges (e.g. school recognition, data quality, and improvement campaigns) in coordination with the UNESCO team;
• 3. Learning Assessment and Data Monitoring Support the planning, preparation and coordination of learning assessment implementation, including developing schedules, performing quality control, document review and translation. Liaise with UNESCO implementing partners, STG Grant Agents and the contractor to ensure smooth coordination of the learning assessment and monitoring activities. This includes attending relevant meetings with partners and contractors Conduct data verification and provide feedback to the contractor; review draft learning assessment reports and collate UNESCO’s technical feedback. Support monthly monitoring of ClassMap usage and school classification (Active, Partially Active, Non-active, Dormant) in line with the Sustainability Plan's monitoring timeline;

Contribute to routine data quality checks, identifying gaps in attendance records, activity reports, and school profiles.

• 4. Documentation and Reporting Prepare monthly engagement report including participation, package delivery, and challenges, and learning assessment coordination report including assessment outcomes. Compile and share user feedback with the UNESCO team to support continuous improvement of the Community of Practice and ClassMap platform; Maintain up-to-date records of activities and deliverables, and participate in regular UNESCO team meetings to provide updates; In line with UNESCO’s overall gender mainstreaming strategy, the individual specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. Travel: The Individual Specialist will be based in UNESCO Antenna Office in Yangon during the contract period. No travel outside Yangon is anticipated.

- 4. TIMETABLE AND DELIVERABLES

Deliverables The individual specialist will submit the following deliverables within the designated timeline. All deliverables must be submitted with original, editable files, as well as high-resolution versions of final products (if applicable) to UNESCO. The assigned tasks must be submitted by the following deadlines. 5.REQUIRED QUALIFICATIONS

Education Advanced university degree (Master’s or equivalent) in Education, Communication, Social Sciences, Development Studies, or a related field.

Expérience

A first-level university degree (Bachelor’s) with an additional five years of relevant experience may be accepted in lieu of an advanced degree. Work Experience Proven experience (at least 2 years) in education programme monitoring and evaluation, programme coordination, education data management and research systems, or education sector development. Demonstrated experience in designing and facilitating training programmes, webinars, workshops, learning events, or capacity-building initiatives for education stakeholders. Experience in data collection, data quality assurance, data analysis, reporting, and visualization using digital platforms or databases. Experience supporting school improvement planning, school management, monitoring systems, or education planning processes. Experience conducting or supporting learning assessments, education research, education monitoring, or evidence-generation activities

Strong communication skills and ability to work effectively across diverse educational contexts within Myanmar. Strong understanding of education information systems, monitoring and evaluation, and data-driven decision-making. Proficiency in Microsoft Excel, Power BI, Google Workspace, KoboToolbox, or other data management and visualization tools. Languages Excellent knowledge of spoken and written English and Myanmar.

DESIRABLE QUALIFICATIONS

Experience working with NGOs, CSOs, local partners, schools, or education providers in Myanmar is an asset. Experience working with UNESCO, UN agencies, development partners, or donor-funded education programmes is desirable.
