For this particular position, internal and internal-equivalent candidates are considered as first-tier candidates. Organizational Context and Scope; The incumbent will report directly to the Resource Management Officer while operating under the broader oversight of the Chief of Mission, executing the following key duties and responsibilities. Responsibilities Organize and manage all procurement activities in alignment with the requirements of IOM Dar es Salaam and in accordance with the IOM Procurement Policy. Establish and execute suitable systems to prevent fraud and uphold transparency. Responsibilities include managing purchase requisitions (PR) and request for quotes (RFQ), coordinating with vendors to prepare bid analysis summaries (BAS), and completing the financial documentation required for purchase orders (PO). Ensure all procurement documents are submitted for approval through the IOM authorization matrix, tailored to the specific requirements of the mission in the Republic of Tanzania. The Request for Payment (RFP) documents must be prepared, and purchase orders should be closed once all consignment has been received; copies of the RFP, along with supporting documentation, are to be submitted to the relevant unit. On the local level, collaborate with customs and revenue authorities to ensure the expeditious clearance of IOM consignments, in accordance with national regulatory requirements. Maintain an accurate and up-to-date inventory list and tracking system for all IOM assets in Dar es Salaam, while also establishing and refining processes to efficiently manage and secure these assets and supplies. Additionally, ensure proper disposal of assets in accordance with established IOM procedures. Ensure all vehicles’ registration documents, taxes, and applicable stamps remain compliant with current legal and regulatory requirements at all times. To maintain comprehensive coverage, collaborate closely with IOM Administration in Dar es Salaam, ensuring that all organizational assets remain insured at all times through a reputable insurance provider under optimal terms and conditions. Additionally, proactively monitor and expedite any claims that may arise in this process. Ensure the consistent upkeep of all office equipment—excluding IT systems—as well as the safeguarding of the Dar es Salaam office. Additionally, maintain an uninterrupted provision of essential utilities. Maintain a dedicated file for each vehicle, ensuring it contains copies of the purchase invoice, insurance documents, and any other pertinent records. Perform IOM Dar es Salaam’s clearing and forwarding responsibilities, providing guidance on the importation and exportation of duty-free commodities while supporting international staff in securing necessary documents, licenses, and exemptions as required. Additionally, undertake any other pertinent assignments or duties as required and assigned. Qualifications Required Qualifications and Experience Education – Holder of a secondary school diploma, supplemented by at least four years of relevant professional experience. A Bachelor’s Degree in Law (LLB) or a related field, coupled with a minimum of two years of professional experience in the legal sector, is required. Proficiency in international procurement, public sector contracts, or supplier management is a prerequisite for this role. Having expertise in the legal dimensions of contract management would be highly beneficial. Demonstrates resilience and composure in high-pressure environments while consistently delivering results within established deadlines. Experience Skills Proficient in utilizing computer applications, with particular expertise in Microsoft Excel, Word, and Outlook. Languages All staff members of the IOM, regardless of their role, must demonstrate fluency in at least one of the organization’s official languages: English, French, or Spanish. Proficiency in both English and Kiswahili is a mandatory qualification for this role.
