LUSAKA SOUTH MULTI-FACILITY ECONOMIC ZONE LIMITED 1.0 MANAGER PROCUREMENT (1 POSITION) Job Identification Job Title: Manager Procurement Reporting to: Managing Director Department: Procurement Job Purpose To manage procurement activities in order to ensure the timely, cost-effective, transparent, and compliant acquisition of goods, works, and services that support the Lusaka South Multi-Facility Economic Zone’s operational and strategic objectives. Key Result Areas and Principal Accountabilities (Main Duties) 1. Policy Manages periodically, the development, review, and implementation of policies, guidelines, strategies, and procedures in order to ensure adherence to legal requirements, standards, and industry best practices. 2. Governance and Leadership Manages effectively, the preparation of quarterly reports to the relevant Board Committee in order to report on progress in programme implementation and receive appropriate guidance. 3. Strategic Planning, Budgeting and Departmental Work Plans Manages effectively, the preparation of the Authority strategic and operational plans in order to align them to budgets and work plans as well as facilitate attainment of the objectives. 4. Procurement Planning Manages effectively, the development and implementation of annual procurement plans in order to align procurement activities with organizational needs and ensure timely acquisition of required goods, works and services. 5. Tendering and Contract Management Manages timely, preparation of bidding documents, execution of tender processes, and contract administration in order to ensure fairness, transparency, and value for money in procurement processes. 6. Compliance and Risk Management Manages effectively, the enforcement of procurement policies, laws, and regulations in order to ensure compliance with applicable legal frameworks and minimize procurement-related risks. 7. Supplier Relationship Management Manages effectively, the evaluation, development, and monitoring of suppliers in order to build strong supplier partnerships and ensure reliable, high-quality service delivery. 8. Records and Reporting Manages effectively, the maintenance of procurement documents and reporting systems in order to enhance audit readiness, decision-making, and transparency. 9. Budget and Cost Control Manages effectively, the procurement budgeting process, cost tracking, and expenditure control in order to support financial discipline and achieve cost efficiency. 10. Capacity Building Manages effectively, Continuous Professional Development (CPD’s) and other trainings for staff in order to enhance skills, competencies and adapt to changing trends. 11. Stakeholder Engagement Manages effectively, the coordination with internal users, management, suppliers and external regulatory bodies in order to ensure smooth procurement operations and address operational needs effectively. 12. Procurement Committee Manages effectively, provision of secretarial services to the Procurement Committee through preparation of the notices, agendas, papers and minutes of the Committee’s proceedings in order to adhere to statutory provisions and standards. 13. Monitoring and Evaluation Manages effectively, the monitoring and evaluation of the strategic and operational plans in order to monitor progress and provide appropriate interventions. 14. Reports Manages timely, preparation and submission of mandatory operational reports to monitor activity implementation and provide feedback for informed decision-making. 15. Performance Management Manages timely, development and implementation of individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance. 16. Management Manages effectively, human, financial, material and other resources in order to facilitate achievement of objectives. Minimum Required Qualifications & Experience a) Full-Form V/Grade 12 School Certificate. b) Bachelor’s Degree in Procurement and Supply/Chartered Institute of Procurement and Supply (CIPS)—Level 6. c) Member of the Zambia Institute of Purchasing and Supplies (ZIPS). d) Relevant Master’s Degree is an added advantage. e) 6 years experience, 3 of which should be at management level.
