Job Title: Multi-Sector Project Manager

Department: Programs Department

Duty Station: Aleppo, Syria

Reports To: Programs Manager

Contract Type: Full-Time

Travel: Frequent travel within the assigned governorate and other project locations, as required.

Amal Organization is a relief and development organization, was established in early 2013 and the organization was licensed and registered in Turkey – Gaziantep on 6/6/2014.

Job Purpose: The Multi-Sector Project Manager is responsible for the overall planning, implementation, coordination, monitoring, and reporting of integrated humanitarian and early recovery projects. The position ensures that activities are delivered on time, within budget, and in accordance with donor requirements, organizational policies, and humanitarian standards.

Formation / Diplômes: The Project Manager will lead multi-disciplinary project teams and coordinate closely with technical staff, support departments, local authorities, community representatives, UN agencies, clusters, and implementing partners to ensure effective and high-quality project delivery across Livelihoods, WASH, Education, Early Recovery, and Emergency Response sectors.

Key Responsibilities:

Project Management: Lead the planning, implementation, monitoring, and closure of multi-sector projects. Develop detailed implementation plans, work plans, procurement plans, and spending forecasts. Ensure timely and quality implementation of project activities in line with project objectives and donor requirements. Monitor project progress against indicators and targets and initiate corrective actions when necessary. Ensure compliance with organizational policies, donor regulations, and humanitarian principles.

Technical Coordination: Coordinate integrated interventions across Livelihoods, WASH, Education, Early Recovery, and Emergency Response sectors. Work closely with technical specialists to ensure quality programming and adherence to sector standards. Promote integrated programming approaches that maximize project impact and community resilience.

Team Management: Supervise project staff and provide leadership, coaching, and technical guidance. Conduct regular team meetings and monitor staff performance. Foster teamwork, accountability, and a positive working environment.

Monitoring, Evaluation, Accountability and Learning (MEAL): Work closely with the MEAL team to ensure accurate monitoring of project progress. Review project indicators and ensure quality data collection and reporting. Support project evaluations, lessons learned exercises, and implementation of recommendations.

Financial Management: Monitor project budgets and expenditures. Ensure efficient utilization of project resources. Review financial forecasts and coordinate closely with finance teams to ensure budget compliance.

Coordination and Representation: Represent the organization in relevant coordination meetings, clusters, working groups, and local coordination forums. Maintain effective communication with donors, local authorities, UN agencies, NGOs, and community stakeholders. Build and maintain strong working relationships with partners and beneficiaries.

Reporting: Prepare high-quality internal and donor reports. Ensure timely submission of narrative reports, work plans, risk updates, and success stories. Maintain accurate project documentation and filing systems.

Risk Management and Compliance: Identify operational risks and develop mitigation measures. Ensure compliance with safeguarding, PSEA, accountability, and organizational policies. Promote safe programming and risk-informed project implementation.

Other Responsibilities: Support proposal development and project design when requested. Perform any other duties assigned by the Programs Manager consistent with the role.

Required Qualifications: Bachelor's degree in Project Management, Engineering, Business Administration, Development Studies, Social Sciences, or another relevant field. Master's degree is an advantage. Professional certification in Project Management (PMP, PRINCE2, PMD Pro, or equivalent) is required.

Experience: Minimum of five (5) years of progressively responsible experience managing humanitarian and/or development projects. Demonstrated experience managing multi-sector projects, including Livelihoods, WASH, Education, Early Recovery, and Emergency Response. Experience managing donor-funded projects and ensuring compliance with donor regulations. Experience supervising multidisciplinary teams and coordinating with multiple stakeholders.

Excellent coordination, negotiation, and communication skills. Strong analytical and problem-solving abilities. Excellent report writing skills. Ability to work under pressure and manage multiple priorities. Strong organizational and time management skills. Proficiency in Microsoft Office applications. Experience using project management and monitoring tools is an asset.

Languages: Fluency in Arabic and English, both written and spoken.
