Job Overview
The Public Policy Analyst will support the Policy & Strategy department by conducting rigorous research, drafting policy briefs, and evaluating the effectiveness of existing programs. This role involves close interaction with senior officials, stakeholders, and external consultants to ensure evidence‑based decision making. The analyst will contribute to the design of new initiatives that align with Rwanda’s Vision 2050, enhancing Employment in Rwanda and supporting the country’s socio‑economic objectives.
Key Responsibilities
Conduct comprehensive policy research, data analysis, and impact assessments. Prepare policy briefs, white papers, and recommendation reports for senior leadership. Monitor legislative developments and assess implications for national strategies. Engage with ministries, NGOs, and private sector partners to gather stakeholder insights. Support the development of monitoring and evaluation frameworks for policy initiatives. Present findings to internal and external audiences, ensuring clarity and actionable outcomes.
Required Skills
Advanced analytical and quantitative research abilities. Excellent written and verbal communication skills. Proficiency in statistical software (e.g., STATA, R) and data visualization tools. Strong understanding of Rwanda’s regulatory environment and development agenda. Ability to work independently and collaboratively in multidisciplinary teams. Critical thinking and problem‑solving orientation.
Education
A Master’s degree in Public Policy, Economics, Development Studies, or a closely related field is required. Candidates with a Ph.D. or additional certifications in policy analysis are highly regarded.
Experience
Applicants should possess 3‑5 years of relevant experience in policy research, government advisory roles, think‑tank analysis, or international development projects. Experience within the Rwandan public sector or with multinational development agencies is a distinct advantage.
Salary
The position offers a competitive salary ranging from 800,000 to 1,200,000 SSP per month, commensurate with experience and qualifications. Performance‑based incentives may be provided in line with RDB’s remuneration framework.
