Information, Counselling and Legal Assistance (ICLA) Specialist Chad N'Djamena, N'Djamena, Chad Organization: Norwegian Refugee Council (NRC) Country: Chad City: N'Djamena Office: NRC in N'Djamena Spécialiste ICLA N'Djamena, Tchad Soyez le premier à postuler Responsabilités Generic responsibilities These responsibilities are the same for all CC Specialist positions and cannot be modified: Develop ICLA strategy, technical guidance and Macro Logframes (LFAs) that are aligned with regional and global strategies and priorities. Compliance with and adherence to NRC policies, guidance and procedures. Contribute to fundraising, develop and revise funding proposals, budgets and donor reports. Identify trends, technical standards and donor priorities. Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation. Provide technical direction and project implementation support. Ensure that key learnings are extracted from ICLA implementation and incorporate them in ICLA and staff development processes. Provide systematic training and build capacity of technical staff in approaches including cash-based interventions and market-based programme. Represent NRC in relevant forums/working groups and clusters, including with national and local authorities and donors. Promote the rights of refugees in line with the advocacy strategy. Specific responsibilities Lead the review of the ICLA program strategy response (including plan of actions) in the evolving context in Eastern Chad (and localized in various and extremely different area ) and ensure a relevant response in addressing the protracted and emerging needs of refugees while in displacement. Lead on programme development, seeking out new opportunities and niche areas: in the field of House, Land and Property (HLP) and Empowerment Law Procedures (ELP) with new ways of thinking and adapting to the local and diverse areas. Lead on fundraising for the ICLA program strategy, taking the lead on interfacing with donors and proposal writing. Contribute to the development and the implementation of the advocacy ICLA program-based Country Office actions plan, in collaboration with Advocacy and Communication Manager (co shared with Cameroon), and lead on ICLA advocacy priorities, and any other policy and advocacy priorities, as identified in the program strategy . Contribute to donor reporting in support of the Area Office team and ensure compliance with donors' commitments and requirements including active participation in PCM processes. Ensure overall quality and innovation of the programme, including through beneficiary participation and continuous learning, in collaboration with the MEAL department. Provide oversight and technical support for MEAL data collection and conduct analysis for ICLA program. Ensure development and roll-out of the relevant guidance and tools for the provision of legal aid and legal protection services. Lead and foster initiatives to partner with international (INGOs) and national/local actors (NNGOs, Refugee Led Organizations, Community Based Organizations), in collaboration with ICLA Core Competency teams both in coordination and area. Proactivaly represent and contribute to sectorial working group/clusters discussions and specific thematic groups. Lead coordination and engagement with government entities to influence national priorities and inform programmatic directions. Ensure ICLA program activities are implemented within NRC's Safe and Inclusive Programming (SIP) guidelines and action plans (including cross cutting issues such as Gender, PSEA and Climate Change adaptation/mitigation by extent). Ensure sustainability and transition of the ICLA program, including promotion of refugee inclusion in national systems and handing over specific program components to local actors. Qualifications Minimum 5 years of professional experience within technical expertise area in a legal/humanitarian/ recovery/development context. Experience in legal aid/access to justice programming. Experience working with displacement-affected populations and experience in middle-income or high-income humanitarian contexts. Experience working in coordination and liaising with external actors and donors. Ability to work independently and proactively with limited daily support and supervision. Fluency in French and English, both written and verbal. Knowledge of Arabic is a strong asset. Qui sommes nous ?
