Contexte

UNICEF œuvre dans plus de 190 pays pour sauver des vies d'enfants, défendre leurs droits et les aider à réaliser leur potentiel. En Guinée, où l'infrastructure TIC est limitée et la culture numérique varie, ce poste contribue directement à l'agenda de transformation numérique du bureau de pays.

Missions

Sous la supervision du spécialiste T4D, vous assurerez un soutien opérationnel, technique et de coordination pour le portefeuille Technologie pour le Développement (T4D) de l'UNICEF Guinée. Vos responsabilités incluent :

  • Soutien opérationnel T4D et gestion des services TIC
  • Déploiement de solutions numériques et appui terrain
  • Cybersécurité, protection des données et conformité des systèmes
  • Coordination du portefeuille et gestion des connaissances
  • Renforcement des capacités et formation des utilisateurs
  • Soutien aux partenariats et à l'engagement des parties prenantes
  • Innovation numérique et technologies émergentesVous travaillerez en étroite collaboration avec les programmes (Santé, Nutrition, WASH, Éducation, Protection de l'enfance, Politique sociale) et les partenaires gouvernementaux (ANAFIC, Ministère de la Santé, MEPU-EC).

Formation : Diplôme de fin d'études secondaires requis. Un diplôme professionnel ou universitaire en informatique, systèmes numériques, télécommunications ou domaine connexe est hautement souhaitable.

Expérience : Minimum 6 ans d'expérience pratique en technologies de l'information, incluant l'administration de systèmes TIC, les outils de collecte de données mobiles et le support utilisateur en contexte de développement ou humanitaire. Un diplôme de licence peut remplacer 3 ans d'expérience ; un master peut remplacer 2 ans supplémentaires.

Langues : Français courant exigé. Une bonne connaissance de l'anglais, d'une autre langue officielle de l'ONU (arabe, chinois, russe, espagnol) ou d'une langue locale (pular, malinké, soussou) est un atout.

Compétences techniques souhaitées : Cybersécurité, sensibilisation à la sécurité de l'information, support utilisateur. Expérience en Afrique de l'Ouest francophone, de préférence en Guinée. Connaissance de DHIS2 et/ou Primero. Expérience en collecte de données numériques à grande échelle (MICS, enquêtes nutritionnelles). Administration réseau (LAN/WAN, VPN, pare-feu) et gestion des terminaux (Windows, Android). Maîtrise de Microsoft 365 (SharePoint, Teams, OneDrive) et Power BI.
