Job Description Profil : Expert international en ingénierie industrielle, gestion de projets complexes (PPP) et transformation numérique. Responsabilités spécifiques : Direction stratégique : Piloter la méthodologie globale de l’audit et garantir la cohérence des livrables par rapport aux standards internationaux des PTF (Banque mondiale, AFD). Gestion des risques critiques : Superviser le "double processus" (construction usine + assemblage tablettes). Identifier les points de rupture critiques et établir les « points de contrôle » (gates) pour valider ou suspendre les phases de production. Assurance Qualité : Consolider les rapports diagnostiques (L2) et le rapport final (L4). Assurer la conformité des tablettes aux exigences CAPI du RGPH-2. Interface de haut niveau : Porter la communication auprès du comité de pilotage, faciliter la médiation en cas de blocages inter-institutionnels (Ministère, OKAPI, Bailleurs). Feuille de route : Concevoir la feuille de route 3–12 mois, en mettant l'accent sur la pérennité technologique post-recensement. Expertise, qualifications et
, y compris exigences linguistiques Master (Bac+5) en Sciences de l'Information et de la Communication, en informatique ou dans un domaine équivalent ; Expertise avérée soutenu par les évidences d’au moins 7 années en industrialisation numérique, assemblage électronique (tablettes, smartphones) et transfert de technologie en Afrique francophone ; Expérience approfondie du dialogue institutionnel avec les gouvernements, les agences des Nations Unies et les partenaires techniques et financiers ; Capacité démontrée à concevoir et évaluer des projets numériques et industriels de grande envergure (études de faisabilité, développement de chaînes de valeur, formation professionnelle). Autres Exigences : Excellentes capacités d'analyse, de rédaction et de reporting ; La maîtrise du français (écrit et oral) est exigée ; une bonne connaissance pratique de l'anglais est requise pour le Consultant principal et constitue un atout pour le Consultant senior ; Une expérience préalable auprès d'agences des Nations Unies, de recensements (CAPI) ou de cadres PPP constitue un atout ; Parfaite maîtrise des outils bureautiques et d'analyse de données standards. {{waiting}} This position is no longer open.
