L'OMS est l'agence spécialisée des Nations Unies pour la santé, créée en 1948. Le Bureau régional de l'OMS pour l'Afrique soutient les États membres dans le renforcement des systèmes de santé, la couverture sanitaire universelle et l'amélioration des résultats sanitaires. Au sein du cluster Systèmes et Services de Santé, l'équipe Financement et Gouvernance de la Santé fournit un appui technique sur les réformes du financement de la santé, l'économie de la santé, le suivi des ressources, l'analyse de la protection contre les risques financiers, la gestion des finances publiques, les achats stratégiques et l'efficacité des dépenses de santé. À partir de 2026, l'équipe mettra en œuvre un portefeuille élargi de subventions soutenant des interventions multi-pays nécessitant une expertise avancée en économie de la santé et en analyse de données. La Plateforme d'Investissement pour l'Impact Sanitaire (HIIP) joue un rôle central dans la mobilisation et la coordination des investissements dans les systèmes de santé axés sur les soins de santé primaires. Ce poste contribuera à l'opérationnalisation de la HIIP en renforçant l'analyse basée sur les données, en facilitant l'engagement coordonné et en soutenant la production de résultats techniques pour éclairer le dialogue politique aux niveaux régional et national.

Missions

Sous la supervision du responsable de l'équipe Financement et Gouvernance de la Santé, le/la volontaire des Nations Unies aura pour missions :

  • Appuyer les travaux analytiques sur le financement des soins de santé primaires et les tendances d'investissement pour éclairer l'engagement de la HIIP.
  • Contribuer à l'identification et à la priorisation des pipelines de pays pour les opportunités d'investissement en santé.
  • Soutenir la coordination entre les bureaux de pays de l'OMS, les équipes régionales et les partenaires impliqués dans la mise en œuvre de la HIIP.
  • Participer à la préparation et à la révision de notes de diagnostic pays, de notes conceptuelles et de propositions d'investissement.
  • Fournir un appui technique aux pays pour l'élaboration de plans d'investissement en soins de santé primaires, y compris l'analyse des coûts et des déficits de financement.
  • Renforcer la production de résultats techniques, notamment des rapports, des notes d'information et des documents analytiques pour le dialogue politique.
  • Soutenir le suivi, le traçage et le reporting des activités liées à la HIIP et des progrès des pays.
  • Contribuer à l'organisation de consultations, de séances d'information et d'événements de partage de connaissances pour faciliter l'engagement régional et national.
  • Contribuer aux examens techniques internes et aux publications analytiques, le cas échéant.
  • Travailler en étroite collaboration avec les responsables techniques au sein de l'équipe Financement et Gouvernance de la Santé et du cluster Systèmes et Services de Santé.
  • Participer aux réunions et activités conformément aux heures de travail de l'AFRO.

Formation : Diplôme d'études supérieures avancé (Master ou équivalent) en économie de la santé, santé publique, économie, politiques publiques ou domaine connexe.

Expérience : Au moins 7 ans d'expérience pertinente dans le financement de la santé, l'économie de la santé, les systèmes de santé ou les politiques de santé.

Langues :

  • Anglais : courant (obligatoire)
  • Français : courant (obligatoire)
  • Portugais : connaissances de travail (souhaitable)

The WHO Regional Office for Africa supports Member States in strengthening health systems, advancing universal health coverage and improving health outcomes across the Region. Within the Health Systems and Services Cluster, the Health Financing and Governance Team provides technical support on health financing reforms, health economics and economic evaluation, resource tracking and National Health Accounts, financial risk protection analysis, public financial management, strategic purchasing and efficiency in health spending. It also focuses on improving health financing systems and mobilising investments for primary health The Health Financing and Governance Team under the Health Systems and Services Cluster supports Member States in strengthening health financing systems through analytical work, technical assistance and evidence generation. From 2026 onwards, the team will implement an expanded portfolio of grants supporting multicountry interventions that require advanced health economics and data analytics. Within this context, the Health Impact Investment Platform (HIIP) plays a central role in mobilising and coordinating investments in primary health care-oriented health systems. The platform supports countries in developing investment cases, strengthening financing strategies, and aligning partners around scalable, high-impact interventions. These activities increase the analytical, operational and coordination demands on the team, particularly in supporting countries across different stages of investment planning and implementation.
