Action Against Hunger Nigeria tackles the causes and effects of hunger and diseases that threaten the lives of vulnerable children, women and men. Established in France in 1979, Action Against Hunger is a non-governmental, non-political, non-religious, non-profit organization providing lifesaving interventions to people affected with natural and manmade disasters.

The ongoing humanitarian crisis in Northeast Nigeria continues to impact civilians, despite more than a decade long military operations, launched in 2016 against Non-State Actors and Armed Groups. Conflict affected households have experienced socio-economic and human losses and struggled to build their resilience. Being displace for many years, conflict-affected households continue to require support to improve their situation of nutrition, WASH, food security, mental health and protection situation. Action Against Hunger has been working towards bridging these existing humanitarian gaps in the North-Eastern (NE) Nigeria, particularly in Borno and Yobe State (with recent expansion to Sokoto state, in Northwest) through support from multiple Humanitarian Donors, Including German Federal Foreign Office (GFFO).

For over a decade, the NE conflicts is characterized by insecurity, large-scale population displacement, chronic food shortages and the collapse of basic social services. The limited capacity of the government, to effectively respond to sudden onset emergencies due to escalating insecurity has resulted in disruptions of livelihoods, nutrition and health services and access to clean water and hygiene.

The goal of the evaluation is to assess the overall performance of the project and to determine if, and to what extent it has achieved its intended outputs and outcomes. Likewise, the exercise seeks to clearly explain why (or why not) these outputs and outcomes were achieved, through an integrated analysis of the entire result chain (inputs, activities, outputs outcomes and likelihood of impact) and other contextual factors. The study will use OECD DAC criteria (Relevance, Coherence, effectiveness, efficiency, sustainability and impact) in addition to ACF added criteria “coverage’. The exercise will have both formative and summative purposes (i.e., to provide insights, lessons learnt and recommendations regarding the project implementation process to improve Action Against Hunger’s future humanitarian programming as well as determine the extent to which the intervention meets its goals).

Geographical scope coverage: Borno and Yobe States, North-East, Nigeria.

Profile of the consultant (Qualification and Experience)

Significant experience (5-8 years) in coordination, implementation, monitoring and evaluation of emergency response programmes, and expertise in Humanitarian context such as WASH, Protection, Livelihood, Health and Nutrition sectors.

Demonstrated experience of evaluating humanitarian response projects is essential (experience of evaluating GFFO-funded projects is desirable).

Fluency in English and ability to write clear and concise reports (examples of previous work will be requested).

Relevant master's degree/equivalent related to the evaluation to be undertaken, Ph.D. will be an added advantage.

Ability to manage the available time and resources and to work on tight deadlines

Understanding of GFFO requirements as a humanitarian donor and specific requirements for this evaluation.

SCOPE OF WORK:

Specific objectives include:

The extent to which ACF has been successful in meeting the GFFO project goal and objectives. 

Project participants (men, women, boys and girls) perception and involvement in project design, implementation, Monitoring and evaluation and achievements. 

To review the other data/reports produced by project and suggest recommendations to progress on core indicators in the target communities broken down by technical sector.

Document lessons learned and best practices broken down by technical sector

Generate data for tracking some set of outcome indicators outlined in project M&E plan;

Use collected data as benchmark for measuring project success or failure;

Suggest other priority areas for future supports/recommendations broken down by technical sector

Assess  the impact of the gender and protection contributions on social norms

The evaluation exercise would be conducted in a participatory manner, ensuring meaningful and ethical participation of beneficiaries and local partners/duty bearers across all sectors

Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this expression of interest (EoI)

NOTE: The sending of full ToR will commence from 10th April 2026 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 16th April 2026 by 5:00PM, Nigerian time.
