TERMS OF REFERENCE FOR THE CONSTITUTION OF A TECHNICAL RESOURCE POOL OF ENUMERATORS

Enumerators

 1st April 2026-30th August 2026 25 from Bui In order to speed up humanitarian response and delivery, GPA in partnership with the DRC is carrying out a project titled "First Line Local Assistance for SWIFT Humanitarian Response in Northwest Region of Cameroon". The project will target new mass displacements within the Northwest Region. It is therefore to this regard that this TOR is developed, to establish the parameters required to constitute the FLASH pool of Enumerators composed of 75 persons with experience in provision of the service and capacity. GPA will build an enumerator pool of 75 Enumerators which will be activated in the occurrence of a displacement to perform assessments and other data collection activities to identify victims of displacement for profiling and assistance.

PURPOSE/OBJECTIVE

The Primary objective is to recruit Enumerators to constitute an enumerator pool for the FLASH Project. GPA shall conduct surveys and assessments in the eventuality of a mass displacement of the population caused by occurrences related with the ongoing crisis. This requires a rigorous team to help in data collection and entry to feed into the overall Rapid Response Mechanism. The enumerators will be contracted occasionally once a mass displacement has been confirmed. These enumerators will be in the GPA database. These enumerators will be on standby ready to be activated in the eventuality of a displacement alert confirmation. They will undertake among other activities comprehensive assessments and episodic data collection, data entry and quality check, beneficiary profiling of affected populations. The enumerators will be profiled in Bui and Mezam, on a temporal/casual contractual basis.

1. MAIN RESPONSIBILITIES AND DUTIES OF THE ENUMERATORS

Participate in all technical orientation sessions organized by GPA, particularly on data collection tools. Collect data in accordance with the expectations of the activities concerned.

Ensure the accuracy and completeness of information gathered and recorded through the survey process. Conduct interviews using survey instruments and follow instructions closely and diligently. Entering data from respondents of surveyed IDPs and host community households Complete all planned tasks in required time frame evidenced by submission of completed tasks to the supervisor/Team Leader. Take direction from and report to assigned supervisor by GPA. ◆ Act in a professional and honest manner and serve as an example to fellow enumerators. → Duty to understanding and upholding the Humanitarian Principles. Timely submission of achievement reports.

REMUNERATION

The Enumerator shall be remunerated daily, subject to the completion of assigned tasks or caseloads. GPA shall pay the sum of 7500frs per work day (8hours excluding breaks) to the enumerator. This amount is inclusive of transport and feeding expenses. Any expenses incurred during the process shall be borne by the enumerator. Payments shall be made at the end of the data collection exercise.

3. DESIRABLE QUALITIES

At least 2 years of previous experience in data collection or implementing humanitarian activities. Ability to speak, read and write English language. Good knowledge of Pidgin English Experience in utilizing technology tools and mastering new technology tools, as required; familiarity with using Android tablets/ smartphones is an advantage. Have good knowledge and understanding of Kobo Collect toolbox and ODK. Good interpersonal skills, communication skills and writing skills. Good Knowledge of computer applications (Excel, word) Hold at least a GCE Ordinary Level or an equivalent. Good physical health and ability to work in rural areas (walking). ◆ The candidates must be resident in Bui or Mezam Divisions and has good knowledge of the context.
