Appel d’offres blocs pétroliers Hydrocarbures PETROSEN a ouvert un appel d’offres international sur les 12 blocs pétroliers libres, situés dans la partie maritime profonde du bassin. La nouvelle est donnée par le Directeur de PETROSEN dans un communiqué qu’il a lui-même signé. Un acte qui entre dans le cadre du nouveau Code pétrolier et de la promotion du bassin sédimentaire. D’après le communiqué de presse, la mise en œuvre de cet appel d’offres comprend deux phases. La première commence le 04 novembre 2019. Elle consiste, informe-t-on dans le communiqué, à une campagne de médiatisation et de vulgarisation du nouveau code et du potentiel pétrolier auprès de l’industrie, dans des conférences internationales. « En effet, dans la période du 4 au 8 novembre 2019, le ministère du Pétrole et des Énergies et PETROSEN seront au Cap, en Afrique du Sud, pour les besoins de la 25ème conférence internationale annuelle de l’Africa Oil Week, pour le lancement de l’appels d’offres sur les douze blocs, dans les conditions définies par le Code pétrolier. Cette première phase sera clôturée le 29 janvier 2020, lors de la conférence MSGBC (Mauritanie, Sénégal, Gambie, Guinée Bissau, Guinée). Un comité de promotion qui comprend des agents du ministère et de PETROSEN, est chargé de la mise en œuvre de cette 1ère phase », explique Mamadou Faye dans ledit document. Quant à la seconde phase, elle dure six mois (Du 01 février au 31 juillet 2020) et, est mise à profit pour permettre aux compagnies pétrolières d’acheter les packages de données techniques, d’évaluer le potentiel sur les blocs qui les intéressent et de faire des offres au Gouvernement. « Un comité d’évaluation sera mis sur pied par arrêté du Ministre. Le comité statuera sur l’ouverture des plis, l’évaluation des offres et les recours éventuels des soumissionnaires. Un registre est ouvert pour enregistrer les différentes actions et décisions qui auront lieu durant ces deux phases », indique-t-on. The Promotion Committee will record their interests on a register book open for the 2020 Senegal Licensing Round. The Bid Package is sold at the no refundable rate of US$15,000 per package. The Bid Package will be available after the closing data of the Roadshow, February 29 th , 2020. Only companies that have already bought the Bid Package are invited to data room by PETROSEN, in Senegal. Applications Companies, which justifies the technical and financial capabilities, can apply for more than one block, and each application is to consist of one Submission and should contain the following information, which are a summary of the key terms of the Decree of Application and the Model of PSC: 1.Name of the Company or Group of Companies: The full name of the company or group of companies applying for a Exploration and production license, 2.Juridical Form of the company or group of companies: the nature of its business and the place of incorporation, 3.Update certificate of incorporation, 4.Addresses: Address of the main Office and the main places of business 5.Update Statute of the company: 6.Name of managing Directors: Name and qualification of the members of the board, managing directors. Authorized agents and legal documents proving their ability to engage the company 7.Board of directors list and informations duly signed, 8.Annual financial statement: evidence of the financial and technical qualification of the company or group of companies with copies of the audited accounts of each company for the last three (3) financial years .9 Technical justifications: Evidence of previous or existing oil and gas activity 10.List of shareholders: list of the 10 main shareholders or shareholders have totalized more than 50% of the capital, 11.General and special Auditors: Names and addresses of the auditors 12. 12.
