Background A country of around 230M inhabitants, with over 129 million currently living in poverty, Nigeria faces one of the world's most complex humanitarian crises in the world. The fifteen-year conflict in the Borno, Adamawa, and Yobe (BAY) states, driven primarily by the Boko Haram insurgency and its splinter groups (ISWAP and JAS), has resulted in widespread displacement, violations of international humanitarian and human rights laws, and acute protection needs. More than 2.3 million people remain internally displaced in the northeast, while in the Northwest region an additional 1.3M people have been forcibly displaced due to banditry, kidnapping, and herders -farmers conflict. Northern Nigeria is heavily impacted by climate change, including lengthening lean seasons and erratic rainy seasons and droughts, resulting in food production shortfalls and more population displacements. Severe acute malnutrition is affecting a world-high total of 1.8 million children across BAY and northwestern states. In 2026 Nigeria’s humanitarian system will be transitioning from UN-led toward nationally owned coordination, with some lack of clarity regarding concrete mechanisms to be it in place and amid a funding crisis. DRC has been operating in Nigeria since 2016. The Country Office is in Abuja and has 2 area offices in Maiduguri and Sokoto with sub offices in Gusau, Bama and Banki and a mobile team in Katsina. DRC Nigeria's multi-sectoral response addresses core Strategic Priority Interventions: Hard-to-Reach populations, Economic Recovery, Protection, and increasingly climate resilience. The operation focuses on both emergency response and solutions programming with expanding partnerships with local actors. Overall purpose of the role: To support implementation of DRC’s CVA (including MPCA) programme in Gusau, Zamfara State by liaising with stakeholders and coordinating with other departments. Strengthen beneficiaries’ livelihoods by providing information, Cash and Voucher Assistance (including MPCA), and complementary nutrition activities. Duties and Responsibilities

Supporting CVA, MPCA, and Food Assistance, Agricultural Inputs Distributions and Nutrition Activities Screen, select, and verify beneficiaries using the project targeting criteria. Support the design and implementation of CVA (including MPCA) and nutrition activities, in coordination with the line manager. Ensure monthly distributions by confirming beneficiaries are verified, registered, and sensitized. Manage the cash distribution process and ensure minimum standards, safety, and accountability are met. Monitor market prices and provide timely market information to inform CVA transfer values and nutrition choices. Provide individual and group guidance on food security and nutritious food options based on market assessments. Conduct training and sensitization on complementary nutrition practices, including infant and young child feeding and pregnant/lactating women’s nutrition. Supervise nutrition activities, including malnutrition screening, monitoring, referrals, and reporting. Supervise community volunteers involved in nutrition and CVA (including MPCA) activities. Support the setup and monitoring of grievance and feedback mechanisms for beneficiaries. Plan, supervise, and monitor trainings and awareness activities, keeping all supporting documentation (attendance, pre/post-tests) up to date. Coordinate logistics and vendor/trader engagement for cash transfers, and in-kind distributions. Conduct post-distribution monitoring (PDM) and follow-up visits to assess impact and address challenges. Submit weekly field updates and contribute to the monthly report for the line manager. Maintain accurate records of activities for timely internal and donor reporting. Assist the Economic Recovery Team Leader with project documentation and donor requirements. Ensure protection, accountability to affected populations (AAP), and do-no-harm principles are integrated in all activities. Perform any other duties assigned by the line manager. Capacity building Support the Economic Recovery Team Leader to enhance capacity of Economic Recovery Assistants.

Stakeholder Coordination Coordinate ward-level stakeholders in consultation with the line manager. Ensure stakeholder consultation follows protocol at all stages of project implementation. Build and maintain relationships with local authorities, NGOs, and community leaders to support project activities. Represent the program in coordination meetings and share updates and feedback with the team. Monitoring & Evaluation Work with the MEAL team to design and use monitoring and evaluation tools for Economic Recovery activities. Support regular qualitative and quantitative monitoring through team meetings, post-assistance visits, surveys, and other tools. Collect and verify field data and ensure timely submission to the MEAL team. Help organize and lead spot checks, post-distribution monitoring (PDM), and beneficiary feedback sessions. Participate in internal and external programme evaluations and incorporate lessons learned into activities. Representation Represent DRC in food security and cash working groups, and in interagency planning workshops when requested by the Economic Recovery Program Manager. Present program updates and coordinate with partners to avoid overlap and strengthen collaboration. Raise beneficiary protection, inclusion, and accountability issues in coordination forums. Follow up on decisions from meetings and share outcomes with the program team. The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role. Experience and technical competencies: (include years of experience) Essential: Experience in food assistance programming. At least 2 years of hands-on experience in Cash and Voucher Assistance (CVA) programming. Experience working in humanitarian settings with displaced populations (Northeast/West). Practical experience with beneficiary targeting, registration, and post-distribution monitoring. Strong knowledge of protection, accountability to affected populations (AAP), and do-no-harm principles. Desirable: Knowledge of North-East Nigeria context Good IT skills (especially Ms. Office) 2.
