Global Communities is seeking a Project Director for the anticipated DHAPP – Ghana Armed Forces (GAF) Partnership for Resilient Military Health Systems for Readiness program (DHAPP-Ghana). This program will support the Ghana Armed Forces to advance sustainable HIV epidemic control through the lens of the America First Global Health Strategy and the UNAIDS 95-95-95 targets, while strengthening military health system readiness and resilience. The Project Director will lead and oversee overall implementation of the program—guiding technical strategy, providing financial and operational oversight, and managing human resources—while partnering closely with Ghana’s Ministry of Defense/medical leadership and coordinating with DHAPP counterparts. The program requires a strong focus on transition planning that increases military ownership across technical areas, reporting, and program management. Responsibilities: The Project Director is responsible for overall program implementation, strategic vision, and outcome achievement. The Project Director provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the program. The Project Director will also be responsible for representing the program with key stakeholders and ensuring compliance with all terms of the award and applicable rules and regulations. Specific responsibilities include the following: Program Leadership & Strategic Direction Provide overall program leadership, direction, and supervision, including oversight of staff, consultants, subrecipients/partners, monitoring and evaluation, and program implementation. Lead implementation of a comprehensive transition plan demonstrating progressive Ghana Armed Forces assumption of responsibilities across technical areas, data/reporting, and program management. Ensure close coordination with Ghana Armed Forces leadership and relevant stakeholders to support military ownership and avoid duplication/parallel systems. Support program planning that addresses DHAPP-identified priorities for Ghana, including strengthening safe and ethical index testing, linkage to treatment, rapid ART initiation, and sustained viral load coverage. Technical Oversight Oversee high-quality implementation across DHAPP technical building blocks (as applicable to Ghana), including prevention and testing, treatment, viral load monitoring, commodities/supply chain strengthening, malaria and TB integration, biosurveillance/outbreak response, and LIVES/Child Safeguarding implementation.
Ensure program activities are evidence-based, efficient, and aligned with national guidelines andpartner military policies and requirements. Ensure the program supports and documents increasing military leadership and capability, including through measurable milestones and performance management. Operational & Financial Management Lead regular workplan, budget, and implementation reviewsto facilitate cost-effective and timely achievement of deliverablesand targets. Provide effective oversight of program operations, procurement coordination, and partner management to ensure compliance and strong performance across all implementing partners. Ensure systems are in place for sound financial management, documentation, and internal controls consistent with donor requirements and Global Communities policies. Monitoring, Evaluation, Reporting & Learning Oversee the production and submission of timely technical and financial reports and ensure accurate documentation of program progress, achievements, challenges, andutilizationof funds. Ensure the program establishes strong data qualitypractices and works with partners to support timely,accuratereporting of required indicators and results. Promotea culture of learning and continuous improvement, ensuring lessons learned are documented, disseminated, and applied to strengthen implementation quality and efficiency.

Representation & Partnership Management Serve as senior in-country representative for the program and build strong working relationships with Ghana Armed Forces leadership, government counterparts, other implementing partners, and relevant stakeholders.
