Job Description Result of Service

  • Facilitating communication with NDLEA to obtain necessary approvals and permissions from the projects. - Playing a crucial role by providing liaison services, legal consultancy, and assistance. - Attending the Regional Training on Special Investigation Techniques for Dismantling Criminal Networks as one project facilitator as well as any other relevant training to be delivered by the Project to the National Drug Law Enforcement Agency. - Participating in coordination meetings with the donor as well as meetings with national counterparts and provide legal expertise on implementing technical aspects of the project; - Producing the meeting minutes, records and work progress reports.

Duties and Responsibilities UNODC Country Office for Nigeria (CONGA) is implementing the Project “Improving National Drug Law Enforcement Agency (NDLEA) Forensics and Regional Counter Narcotics Capacity” funded by the US Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). The Project seeks to support the NDLEA in achieving increased institutional capacity in forensic evidence collection, management, and analysis through modernized laboratory facilities and equipment, training, and access to standardized practice guidelines. The Project will contribute to improved cooperation with regional and international partners and more successful intelligence-driven investigations and prosecution of organized crime groups of Nigerian origin and their facilitators, while strengthening the capacities of regional Drug Law Enforcement Agencies with NDLEA sharing Peer-to-Peer trainings in topics of which the NDLEA has more advanced skills, thus more effectively combatting transnational criminal activities. The main objective of the assignment is for the Consultant to support the implementation of the above-mentioned project, leveraging on his/her expertise within the criminal justice sector, particularly, as it pertains to drug control. Specifically, he/she will be tasked with supervising the delivery and installation of forensic equipment to the NDLEA Forensic Laboratory in Lagos, as well as supporting the delivery of capacity-building trainings for NDLEA. Specific tasks to be performed by the Consultant: Under the overall supervision of the Deputy Representative of the UNODC Country Office, Nigeria, and the direct guidance of the Project Team Lead, the Consultant will liaise with the National Drug Law Enforcement Agency and its Forensics and Chemical Monitoring Directorate on the delivery of forensic equipment to the NDLEA Laboratory in Lagos, Nigeria as well as for the equipment to be used in the practical simulation exercise on the Regional Training on Safety Protocols for Dismantling of Clandestine Laboratories. The Consultant will also be required to provide legal expertise and input to the Regional Training on Special Investigation Techniques for Dismantling Criminal Networks as well as any other relevant training to be delivered by the Project to the National Drug Law Enforcement Agency. The consultant will undertake the following outputs/deliverables in consultation with the UNODC Country Office, Nigeria 1. Liaise with the National Drug Law Enforcement Agency and its Forensics and Chemical Monitoring Directorate on the delivery of forensic equipment to the NDLEA Laboratory in Lagos, Nigeria as well as for the equipment to be used in the practical simulation exercise on the Regional Training on Safety Protocols for Dismantling of Clandestine Laboratories. 2. Provide legal expertise and input to the Regional Training on Special Investigation Techniques for Dismantling Criminal Networks as well as any other relevant training to be delivered by the Project to the National Drug Law Enforcement Agency. 3. Participate in coordination meetings with the donor as well as meetings with national counterparts and provide legal expertise on implementing technical aspects of the project 4. Submit a final report.

Qualifications/special skills Education: An advanced university degree (Master’s degree or equivalent) in law, criminal justice, criminology, law or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Working experience:

  • A minimum of two (2) years of relevant and progressive professional experience within the area of rule of law and criminal justice, or a related field, at the national level is required.
  • Work experience in substantive liaison and coordination with state, national and regional stakeholders is highly desirable.
  • Previous experience working with the United Nations and similar international organizations. Experience with UNODC is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required for this consultancy. The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult for details).
