Introduction The Danish Refugee Council (DRC) provides essential support to refugees and internally displaced persons worldwide, offering life-saving assistance during the initial stages of displacement crises and supporting transitional and long-term solutions in prolonged displacement situations. We continuously advocate for the rights of those affected by displacement and work to empower them. Our efforts extend across conflict-affected regions, along displacement routes, and in areas where refugees and IDPs settle. By collaborating with local actors and systems, we strive for responsible and sustainable solutions to displacement. Founded in Denmark in 1956, DRC has grown into an international humanitarian organization with over 7,000 staff members and 8,000 volunteers. Headquartered in Copenhagen, Denmark, and operating in forty countries, DRC is a non-profit, politically independent, non-governmental, and non-denominational organization. Background A country of around 230M inhabitants, with over 129 million currently living in poverty, Nigeria faces one of the world's most complex humanitarian crises in the world. The fifteen-year conflict in the Borno, Adamawa, and Yobe (BAY) states, driven primarily by the Boko Haram insurgency and its splinter groups (ISWAP and JAS), has resulted in widespread displacement, violations of international humanitarian and human rights laws, and acute protection needs. More than 2.3 million people remain internally displaced in the northeast, while in the Northwest region an additional 1.3M people have been forcibly displaced due to banditry, kidnapping, and herders -farmers conflict. Northern Nigeria is heavily impacted by climate change, including lengthening lean seasons and erratic rainy seasons and droughts, resulting in food production shortfalls and more population displacements. Severe acute malnutrition is affecting a world-high total of 1.8 million children across BAY and northwestern states. DRC has been operating in Nigeria since 2016. The Country Office is in Abuja and there are 2 area offices in Maiduguri and Sokoto with sub offices in Gusau, Bama and Banki and a mobile team in Katsina. The Cash and RRM Consortium is led by DRC and composed of Solidarités International, Impact Initiatives, and three National Partners. The Consortium aims to provide integrated life-saving assistance to address food insecurity, acute malnutrition, and build resilience among conflict and climate-affected populations in Northeast and Northwest Nigeria. It uses unconditional cash transfers to address immediate basic needs, improve food security, and reduce reliance on harmful coping strategies. Complementary services such as Protection, WASH and referrals for Nutrition and Health assistance ensure a holistic approach, especially in areas with rising malnutrition cases. The programme strengthens sector-wide coordination through support for coordination structures, collaboration with stakeholders, and monitoring economic trends and markets. It is supported by a centralized, interoperable information management system that facilitates data sharing and coordination among the humanitarian community. The Consortium Management Unit will be composed of a Chief-of-Party, Cash Coordinator, Grants and Communications Coordinator, MEAL Coordinator, Finance and Administration Coordinator, and an IM Specialist. Purpose The Consortium Information Management (IM) Specialist will support the Consortium Management Unit (CMU) in establishing and managing a centralized, interoperable information management system to support coordination, reporting, and data sharing across consortium partners. The position will oversee the ActivityInfo platform as the primary information management system for the consortium, ensuring harmonized data collection, partner reporting, beneficiary tracking, and operational dashboards across partners implementing Multi-Purpose Cash Assistance (MPCA), protection, and WASH activities. The IM Specialist will ensure data quality, deduplication, timely reporting, and evidence-based analysis to strengthen humanitarian response coordination and support donor reporting requirements. Duties and Responsibilities ActivityInfo System Management (Primary IM Platform) Lead the design, configuration, and management of the ActivityInfo platform as the primary consortium Information Management system. Develop and maintain ActivityInfo databases, reporting forms, and indicators aligned with consortium logframes and donor reporting requirements. Ensure harmonized data entry, reporting templates, and indicators across consortium partners. Design, maintain, and adapt advanced scripts for automated scoring of partners’ registration assessments in line with the consortium’s Vulnerability Assessment Framework Manage user access, permissions, and system administration within ActivityInfo. Develop automated dashboards and reporting tools within ActivityInfo to support operational decision-making.
Consortium Information Management Support the implementation of a centralized information management platform enabling data sharing and coordination across partners. Maintain consortium databases and ensure secure and structured data storage. Ensure deduplication mechanisms across partners. Facilitate interoperability between ActivityInfo and other partner data systems where relevant. Rapid Response Mechanism (RRM) Data Management Develop rapid data collection and reporting tools within ActivityInfo for RRM responses. Ensure timely data reporting during emergency responses. Produce rapid situation reports and response dashboards following emergency alerts. Partner Reporting and Coordination Serve as the Information Management focal point for consortium partners. Provide technical support to partners on ActivityInfo data entry, reporting, and data quality standards. Consolidate partner data into consortium dashboards, operational updates, and donor reports. Support preparation of ECHO reports and consortium performance monitoring. Information Products and Visualization Produce visual information products including: Dashboards Infographics Maps Analytical briefs Ensure information products support strategic decision-making and coordination mechanisms.
Capacity Building Provide training to consortium partners on: ActivityInfo system use Data collection tools Information management standards Data quality assurance
Strengthen partner capacity in data analysis, reporting, and visualization. Data Protection and Compliance Ensure ActivityInfo systems comply with: Data protection policies GDPR and IASC data protection guidelines Donor requirements
Support implementation of Data Protection Impact Assessments (DPIA) where required. Ensure responsible data sharing and informed consent practices.
Experience and technical competencies: (include years of experience) Experience and technical competencies: Qualifications and Work Experience: Relevant professional experience in information management, data management, or MEAL systems in humanitarian or development programs may be considered in lieu of formal education. Minimum 3–5 years of professional experience in Information Management or data management within humanitarian programs. Solid experience in designing and running scripts using software such as Python, R, Java, or C++ Demonstrated experience working with multi-partner or consortium projects is an advantage. Experience supporting cash and voucher assistance (CVA) programs or large-scale humanitarian responses is desirable. Knowledge and Skills: Strong experience in ActivityInfo system administration, configuration, and database management. Experience with digital data collection tools such as KoboToolbox, ODK, SurveyCTO, or similar platforms. Strong skills in data management, cleaning, validation, and consolidation of large datasets. Advanced proficiency in Microsoft Excel and statistical analysis programs such as SPSS, STATA, or R Solid level of designing and troubleshooting scripts for vulnerability assessments of complex interventions Experience developing operational dashboards and reporting systems for program monitoring. Knowledge of data management and deduplication systems. Familiarity with information management systems used in humanitarian coordination and consortium reporting. Understanding of data protection standards, responsible data management, and confidentiality protocols. Ability to maintain structured databases and ensure data accuracy and consistency across partners. Strong organizational skills with the ability to manage multiple datasets and reporting deadlines. Excellent communication skills with the ability to support non-technical users in using information systems. Ability to work collaboratively with MEAL teams, program teams, and partner organizations. Additional Technical Assets (Desirable) Experience with GIS tools such as QGIS or ArcGIS. Familiarity with humanitarian coordination data systems and reporting platforms. Experience supporting Rapid Response Mechanism (RRM) data management or emergency response monitoring systems. Education Bachelor’s degree in information management, Computer Science, Statistics, Data Science, Information Systems, GIS, or a related field. Languages: English Ability to speak the common local languages including Hausa, Kanuri, and Fulani an advantage Key stakeholders: (internal and external) Internal: Consortium Coordinator MEAL teams Programme Managers Cash and Food Security Advisors External: Consortium partners (DRC, SI, IMPACT, national NGOs) Cash Working Group Humanitarian coordination structures Donors and external stakeholders General regulations The employee shall follow DRC instructions on safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
