Main objective and tasks
Under the direct supervision of the Protection Activity Manager, and with technical support and collaboration with the Protection Technical Referent, the Community-Based Protection Officer will be responsible for the management and implementation of community-based protection activities across projects, including close monitoring and follow-up of activities, gathering of data and evidence-based information to inform program development and adaptation. The position will play a crucial role in supporting the roll out of INTERSOS Community-Based Protection Guidelines, guaranteeing adequate support and guidance to projects’ staff, reporting on quality and impact of community-based protection activities, and will be responsible for supervision of outreach workers and volunteers in the communities.
Tasks:
Coordination and external representation
• Establish and maintain collaborative relations with relevant stakeholders working in targeted communities, and ensure linkages are made across existing community-based structures and others as needed to maximize impact.
• Proactively participate in relevant working groups and coordination meetings related to community-based protection and promote INTERSOS positioning and values on working with communities on protection
Supervision and follow-up
• Lead on development of capacity building material, as needed and requested by communities, ensuring they are context appropriate and in line with community plans.
• Develop Awareness material based on local culture and traditions on topics identified through Protection Risk Analysis done with the community.
• Identify and map existing community groups and CBOs and support the Project Manager in identifying the most suitable partnerships.
• Ensure good relationships with partner CBOs and be responsible for their capacity building.
• Serve as Focal point for CBOs and Community groups/ Committees on Community Led Initiatives and ensure the initiatives are delivered in accordance with the Protection principles and internal SOPs.
• Ensure outreach workers/volunteers are trained on Safeguarding, PSEA and conduct regular refresher trainings as needed.
• Conduct regular field monitoring of activities within communities, ensuring process is in line with agreed community partnerships.
• Lead the formation of Community Based Protection Networks / Committee’s and work with the Protection Project Referent to build Capacity for them.
• Provide regular technical feedback and advise to the Protection Technical Referent, highlighting on gaps, challenges, best practices and lessons learned of community-based protection activities to inform programming
• Establish feedback mechanisms with communities, ensuring participation and inclusion of all groups.
• Provide support to the teams on the organization of the work and monitor and evaluate the achievement.
• In collaboration with the Project Manager, participate in the development of the operational strategy for all field work on Community-Based Protection, including community mobilization.
• Coordinates payment procedures, including documentation and reporting to ensure accountability to the donor and the organization.
• With the support of the Project Manager, ensures the administrative compliance of activities to the authorities at the operational level and organizes the appropriate follow-up of any outstanding or ongoing issues.
• With the support of the Project Manager, ensures the compliance of activities with the different departments (finance, security, logistics and MEAL) and follow any ongoing process in this regard.
• Ensures the proper use of validated technical tools and, if the context requires it, proposes their modification or the implementation of new tools.
Implementation of Community-based protection activities
• Plan, coordinate, supervise and manage community-based protection activities, in coordination with the Protection Technical Referent, and in adherence to INTERSOS community-based protection guidelines, ensuring the step-by-step process is implemented according to its principles.
• Ensure qualitative and timely planning, implementation, monitoring and evaluation of INTERSOS community-based protection activities in compliance with standards,
tools and localization principles.
• Lead protection risk analysis and community mapping exercises in the community, in line with INTERSOS community-based protection guidelines and protection analysis framework, to inform design and implementation of community-based protection process.
• Conduct Asset Mapping in the community in order to map Community strengths, assets, resources and allies.
• Ensure community safe spaces like WGFS /CFS are run as per internal and international guidelines ensuring safety and security and community considerations are respected
• Conduct and lead community dialogues, Gender discussions, Protection Awareness and Engaging with Men and Boys in the community with respect to Community culture and context
• Work in close collaboration with Case worker team leaders to identify root causes of Protection issues and with Protection Monitoring Team leaders to analyze and understand whether the same risks seen in the community are highlighted in Protection Monitoring
• Propose a Plan on awareness raising and related activities with various stakeholders to the operation (committees, authorities and beneficiaries);
Human resources management
• Participate in the recruitment of outreach workers/volunteers, build capacity on core protection principles and standards, and provide feedback on staff performance and areas for growth and professional development.
• Provide supervision, technical guidance and support to outreach workers/volunteers, in the planning and implementation of participatory community activities, in the communication with communities in line with INTERSOS community-based protection guidelines.
Data Management
• Review data and information collected during the implementation of community-based protection activities and ensure timely development and submission of weekly, monthly, and quarterly reports and/or as requested.
• In collaboration with the MEAL officer, facilitate the collection and compilation of data for the various indicators;
• Ensure that the quality of the data collected is properly processed before it is submitted to the Project Manager;
• Ensure that the archiving system is respected. That it respects internal and donor regulations and that the ranking is regularly maintained.
Reporting
• Contribute to the establishment of effective programme reporting, monitoring and evaluation systems, for internal and external use, in coordination with the Reporting Assistant and other program staff;
• Provide information on all activities at the request of the project manager or MEAL team;
• Collaborate with Reporting assistant in providing daily and weekly field reports, reporting on the progress of activities, lessons learned and successes of the program in the recommended formats;
• Check the consistency and quality of the information provided by the teams and ensure its compilation and validation by the Project Manager;
• Participate in donor reports and the preparation of new proposals.
Accountability
• In collaboration with the Accountability Focal Point, ensure that all accountability tools are implemented at all stages of the project and ensure their optimal functioning.
• Engages teams and actively reports cases of fraud or abuse, including SEA cases identified by teams or partners, in liaison with the PSEA focal point.
• By keeping a register, ensures that the opinions and suggestions of beneficiaries on project activities are taken into account.
• Educational and professional experience required
• Nutritionist profile: State-certified nursing diploma (Bac + 3), Bachelor’s degree (Bac + 3) in Nutrition, agri-food or any other related scientific field.
Technical and behavioral competencies required
Work Experience:
• Minimum of 2 years of experience in a humanitarian context, with an NGO or an INGO, with at least 1 year of Field Experience in the Northwest and Southwest Regions.
• Work experience consistent with WFP food assistance modalities in a similar context.
• Experience in team management of at least 1 year; Any relevant experience at a similar level of responsibility would be an asset.
IT: Advanced Knowledge of
• Suite Microsoft Office (Word, Excel, Outlook),
• Common web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
• Web-based consumer chat and conferencing tools/platforms (Skype, Teams, Zoom, and WebEx)
• Web 2.0 tools (cloud storage, Webmail and others)
Languages
• Fluency in formal written and oral English
• Strong writing and communication skills
• Fluency in Pidgin or local vernacular would be an asset
