What we are looking for
NRC is looking for an Education & Youth Programme Development Manager to join the Moldova mission. The role holder will be responsible for the design, development, and oversight of the programmatic and technical aspects of the Youth Education portfolio. He/she will enhance the quality of youth education and economic-inclusion projects and identify opportunities for further programmatic interventions. The Programme Development Manager will provide quality assurance for all projects, ensure smooth and compliant implementation, foster staff and partner capacity, and identifying funding opportunities.

What you will do
Education and Youth strategy, procedures, and guidance notes development and implementation.
Education and Youth project implementation coordination and management ( activities, budget, and project documentation).
Staff management .
Capacity building of staff and partners, and transfer of key skills.
NRC policies, guidance, and procedures compliance and adherence.
Fundraising contribution ( develop and revise funding proposals, budgets and donor reports).
Monitoring, Evaluation, and Learning support , and outcome and indicator tracking.
NRC representation and stakeholder management .

What you will bring
Management experience in a humanitarian/recovery/nexus context.
Formal and non-formal education, youth and/or economic inclusion technical expertise.
Proposals, budgets, work plans, and monitoring and evaluation proficiency.
Staff capacity and team building track record.
ICT tools in assessments, analysis, documentation and reporting expertise.
Humanitarian standards proficiency.
Complex and volatile context exposure.
English fluency , both written and verbal.
What makes this position attractive?
There have been nearly one million border crossings of displaced persons from Ukraine into Moldova since February 2022, with official figures reporting over 135,000 displaced persons from Ukraine remaining in country as of October 2025, and it hosts one of the highest number of refugees per capita in Europe , alongside approximately 10,000 Third Country Nationals. Most displaced persons are women, children or older people, and a third are under the age of 18 . Often considered one of Europe’s poorest economies, Moldova experienced record-high inflation in 2022.
NRC was registered in Moldova in April 2022, with a country office in Chișinău and operations in multiple regions across the country.
NRC implements both directly and through partners. Our approach prioritises a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses of Information, Counselling, and Legal Assistance; Shelter and Settlements; Protection from Violence; and Education programming.
As part of the localisation priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors, encourages cohesive coordination for addressing humanitarian needs, and creates opportunities/pathways for sustainability of initiatives and organisations.
As the displacement context in Moldova becomes protracted, we are committed to ensuring that the basic needs of displacement-affected populations are met, prioritising those with specific needs, and to support individuals on their pathway to self-reliance and durable solutions.
Displacement-affected people from Ukraine have often been forced to leave their homes behind or have seen their homes destroyed. Many struggle to find a safe and secure place to stay and are left without their social network. People who have lost access to housing and their community are exposed to numerous protection risks and often have no access to infrastructure, basic services, or energy. NRC supports people to exercise their right to adequate housing within safe and healthy settlements.
NRC Moldova’s education portfolio is implemented through local partners, supporting school-aged children and adolescents in accessing quality and inclusive formal education.
NRC Moldova’s Livelihoods & Food Security portfolio is also implemented entirely through local partners. As part of NRC’s global decision to phase out Livelihoods & Food Security, 2026 will mark the final year of the programming in Moldova. However, given the importance of economic inclusion in the Moldovan context, NRC will shift to delivering specific livelihoods activities and modalities for youth (18 to 35 years old) under Education and Youth. This approach will support displaced youth and vulnerable young people from minority, marginalised, and underprivileged ethnic groups in their transition to long-term learning, employment, entrepreneurship, and livelihood opportunities.
