What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional   to take up the role of Area Operations Manager for Artibonite, Haiti . The purpose of the role is to lead the day-to-day operational oversight of the designated Area Offices by coordinating programme implementation and ensuring compliant, high-quality support services.  The role drives for the achievement of key programme objectives, addressing operational bottlenecks, maintains the area delivery of services, and escalates risks to country leadership to ensure high quality and cost-effective programme/project implementation within the area operations.

What you will do

Lead the establishment of the NRC Area Office in Artibonite, including supporting the identification and set-up of office premises, ensuring the office becomes fully operational, and coordinating closely with support departments

Develop and maintain constructive engagement with local authorities, community leaders, civil society actors, humanitarian organisations and other relevant stakeholders to facilitate programme implementation and strengthen NRC’s operational presence in the area.

In close coordination with the Humanitarian Access and Safety (HAS) team, support access negotiations and contribute to the development and implementation of area-specific access strategies to ensure safe and principled humanitarian operations.

Line management responsibilities for directly reporting staff. This includes the:

Performance management process: setting clear goals aligned to country strategy and priorities, and to follow up and support staff's achievement. 

Responsible for key processes as workforce planning, recruitment, staff induction, and development and ensure Duty of Care for own staff.

Act, a member of the Country Management Group (CMG) representing the area of operations and chair the Area Management Group.

Collaborate with the programme unit at the country office to ensure that area-specifics are embedded in the core competencies and country strategy and Plan of Action. Support the development of concept notes, project proposals and budget development to scale-up response activities.

What you will bring

Minimum 5 years of experience in a Senior Project and team Management role, preferably within a humanitarian/recovery context.

Bachelor's degree in political sciences, Social Studies, Business Administration, or any other relevant field.

Proven work experience in a highly volatile and insecure context.

Fluency in French and Creole, both written and verbal. Good command of English.

Experience in implementing and managing cash-based interventions and market-based programmes.

Proven contextual knowledge of Haiti, including humanitarian access dynamics, displacement patterns and local governance structures, particularly in Artibonite.

Proven experience in managing start-up phases, program closures (exit strategies), and operations in high-risk or hard-to-reach contexts, ensuring continuity and impact under volatile conditions. 

Experience liaising with multiple stakeholders including government, donors, UN and I/LNGO partners 

Knowledge of the circumstances, needs and challenges displacement and conflict-affected host community, returnee and IDPs face 

Valid driving license.

What we offer

Duty station:  Saint Marc, Artibonite, Haiti

Contract: fixed national contract signed with ECSI , 6 months (renewable subject to funding and performance)

Travel: 30% to areas of intervention, regular travels to Petite Riviere de l’Artibonite, Verrettes et l’Estere

Salary/benefits : grade 9 on NRC’s salary scale , with accompanying terms and conditions
