SUMMARY OF THE ASSIGNED DUTIES,INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate Investigation Support (EDIS)/Cybercrime Directorate (CD), this position is responsible for serving as the liaison between cybercrime law enforcement units in Africa and the Operational sub-directorate based in INTERPOL Global Complex of Innovation (IGCI) in Singapore. This position also serves to coordinate operational activities with Directorate team members based in the African Regional Bureaus.
The missions of the Head of Africa, Cybercrime Operations Desk will be:
To coordinate the Organization of regional cybercrime joint operations;
To promote interoperability and collaboration between all regional stakeholders;
To promote cooperation between INTERPOL and other international organizations by sharing regional cybercrime information;
To coordinate and facilitate regional activities that are aligned with African-led cybercrime fighting activities; and
To advise African cybercrime agencies on regional cybercrime issues in alignment with INTERPOL’s strategic priorities.
PRINCIPAL DUTIES AND ACTIVITIES
The post holder is responsible, under the supervision of the Assistant Director Cybercrime Operations, for handling the following missions, pertaining to the relevant area and/or the mandate of the Sub-Directorate:
DUTY 1: Expertise
Develop and implement operational plans targeting African regional cyberthreats as part of the operational strategy in the region, engaging with other Directorates, Units, agencies and member countries to enable a collaborative approach to managing operational and investigative strategies.
Coordinate activities and initiatives, including management of capabilities, to contribute to preventing, reducing and detecting cybercrime in Africa.
Ensure victims are offered support and mitigation strategies during the operational processes, adhering to applicable guidance and legislation.
Undertake comprehensive risk assessments for planned operational events and activities to ensure adequate safety procedures are in place and that appropriate contingency plans have been developed.
DUTY 2: Knowledge sharing
Supervise the secure handling and dissemination of intelligence to enable information and data are shared following the current rules and regulations of processing of data.
Conduct operational briefings, tasking and debriefings, ensuring that intelligence is used and collected ethically and is appropriate to the duties being performed and in accordance with INTERPOL’s policies and procedures.
Support the briefing of and liaison with the media when necessary, acting in accordance with media/communications policy and procedure guidelines.
Deliver virtual and in-person presentations on behalf of the Directorate in topics related to cybercrime or cybersecurity.
DUTY 3: Management:
Lead, inspire, and develop the Africa Cybercrime Operations Desk team, providing coaching, support, and feedback to deliver the Directorate objectives and ensure the welfare of the staff.
Develop and maintain strong relationships and partnerships by providing a service that is responsive to the needs of all communities in accordance with partnership agreements.
DUTY 4: Other
Understand INTERPOL’s internal polices and guidelines and apply them to all operational and associated activities.
Perform any other duties as required by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
EDUCATION AND QUALIFICATION REQUIRED:
At least five years’ University education in a related field.
EXPERIENCE REQUIRED:
At least 8 years of experience in investigating cybercrime.
Strong background in conducting operations in cybercrime and knowledge in international co-operation/investigations.
Experience in working or studying in an international environment.
Demonstrated experience in staff supervision.
Experienced police officer, police staff or official able to demonstrate equivalent professional experience/training in the sector of police area/law enforcement agencies.
LANGUAGES:
Fluency in English is required and proficiency in another official working language of the Organization (Arabic, French or Spanish) would be an additional asset.
