INTRODUCTION
The Caribbean Development Bank (CDB/the Bank) seeks a highly accomplished executive leader to serve as Director, Human Resources and Administration (DHR&A), providing strategic leadership for the Bank’s human resources and administrative services functions. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.
THE ROLE
As head of the Human Resources and Administration Department, the Director, Human Resources and Administration (DHR&A) provides strategic leadership and executive oversight for the Bank’s human resources and administrative services portfolios, and serves as a member of the senior management team of the Bank, reporting to the Vice-President (Corporate Services).
The DHR&A is accountable for the development and implementation of integrated people and workplace strategies that support a high-performing, engaged workforce and safe, secure, and resilient workplaces and administrative services, while ensuring the Bank remains adaptable and future-ready within an evolving organisational and operating environment.
KEY RESPONSIBILITIES
The DHR&A will be required to:
Provide strategic analysis and advice on the design and evolution of organisational structures, workforce models, and administrative arrangements to enhance the Bank’s effectiveness and achievement of its business objectives
As a member of the Bank’s senior management team, contribute to and champion enterprise-wide change initiatives that advance organisational transformation and strengthen the Bank’s capacity to adapt to evolving institutional and operating environments
Recommend, based on sound analysis of corporate trends and external environments, integrated people, workplace, and administrative policy frameworks that keep the Bank aligned with its mission and strategic objectives
Lead initiatives that strengthen and embed the Bank’s institutional values and organisational culture across leadership practices and people policies, fostering a values-driven and high-performing organisation
Oversee the design, implementation, and evaluation of a comprehensive range of human resource programmes , supported by appropriate metrics to assess effectiveness and organisational impact
Ensure the strategic oversight and delivery of safe, secure and resilient administrative services , including facilities and campus planning, security coordination, business continuity, workplace health and safety, procurement, and related support services
Direct the development and implementation of career development, learning, and succession planning frameworks to ensure leadership continuity and organisational capability aligned with the Bank’s future needs
Promote constructive and effective labour-management relationships by communicating Bank strategy and policies, strengthening leadership capability across the organisation, and supporting the timely resolution of complex people-related issues
Contribute to the deliberations of senior management and governance bodies of the Bank, including the Strategic Advisory Team and the Human Resources Committee of the Board of Directors
Direct the development, review, and implementation of corporate and operational policies and strategies for the Human Resources and Administration Department
Lead HR and Administrative Services Unit professionals, in collaboration with line management, in the strategic determination and delivery of workforce, facilities, security, and administrative requirements that most effectively support the Bank’s operations
Direct the planning and management of the Department’s Annual Work Programme, budget, and medium- to long-term resource planning , ensuring alignment with corporate priorities and fiscal constraints
QUALIFICATIONS AND EXPERIENCE
The DHR&A will be a seasoned executive leader with credibility, judgment, and strategic perspective to operate effectively at the most senior levels of the organisation, bringing an integrated approach to people, workplace, and administrative leadership. Regarded as a trusted adviser to senior management, the DHR&A will provide sound, objective guidance on complex organisational, people, and operational matters, while leading multidisciplinary teams, managing risk, and ensuring the Bank remains resilient, adaptable, and future-ready.
The successful candidate must have the following:
A Master’s degree or equivalent in Human Resource Management, Organisational Development, Business Administration, or a related discipline
At least fifteen (15) years’ relevant experience in human resources and administrative or corporate services within a complex organisation, including at least seven (7) years in a supervisory capacity
Demonstrated accountability for organisation-wide human resources functions and one or more administrative services portfolios, such as facilities management, security, workplace health and safety, business continuity, or general administration
Proven experience developing and implementing enterprise-wide HR and people strategies aligned with corporate strategy, organisational transformation, and long-term institutional effectiveness
Expertise in strategic workforce planning, organisational design, succession planning, leadership development, and culture change within complex organisational environments
Strong experience in employee relations and staff engagement , including effective partnership with leadership at all levels, to foster constructive labour-management relationships and resolve complex people-related issues
Experience in a multilateral development bank or international financial institution will be an advantage

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 23 role starts at USD200,460 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
