We are seeking a highly motivated and detail oriented Regional Finance Manager to support financial oversight, partner management, and compliance for our ECHO-funded humanitarian programme in Myanmar. This role is ideal for someone who thrives in a fast-paced humanitarian environment, enjoys capacity-building with local partners, and is committed to strengthening financial accountability in crisis-affected contexts. The Regional Finance Manager will play a key role in ensuring that partner expenditures are accurate, allowable, and fully compliant with ECHO regulations and IRC policies and procedures. This is a vital position supporting strong financial stewardship and high-quality programme delivery. Main Responsibilities:

  1. Financial Oversight & Partner Support
  • In collaboration with IRC DE and Country office, review partner financial reports and supporting documents to verify that expenditures meet ECHO eligibility, budget lines, and procurement standards.

  • Conduct timely review of partners’ financial reports, supporting documents, and expense justifications.

  • Ensure expenditures are eligible, reasonable, allocable, and compliant with ECHO rules and budget lines.

  • Verify confidential partner supporting documents for compliance with ECHO procurement thresholds and procedures.

  • Provide written feedback and follow-up actions for each reporting cycle.

  • Support partners in establishing and maintaining strong financial systems and documentation.

  1. Compliance & Internal Control Strengthening
  • Ensure full adherence to ECHO contractual requirements, national laws, and organizational financial policies.

  • Support IRC Myanmar in developing and updating compliance checklists, tools, and SOPs tailored to ECHO standards.

  • Identify gaps in partner financial practices and propose corrective actions.

  • Support the implementation of corrective actions, internal controls enhancements and fraud prevention measures to ensure safeguarding of financial resources. 3 . Capacity Building & Technical Support

  • Provide targeted training and coaching to partners’ finance staff on, but not limited to, ECHO compliance, archiving and supporting documents, expenses eligibility and audit readiness,

  • Support RFD in general support and capacity building of IRC Myanmar partnership finance team

  • Build strong, professional relationships with partner organizations to facilitate smooth collaboration.

  • Support partners in setting up appropriate/improving internal control systems aligned with donor expectations.

  1. Audit Preparation & Support
  • Support IRC Myanmar team in preparing for and managing the CFS and other relevant donor audits.

  • Ensure that all partner documentation meets audit-quality standards.

  • Coordinate with partners to prepare for external audits, internal audits, and donor verifications.

  • Follow up on audit recommendations, ensuring timely closure of findings.

  1. Consolidation
  • Work with Myanmar and Thailand country teams to review and consolidate the donor budget and donor reports at regional level. Key Working Relationships:

  • Internal: Regional Finance Director, Country Finance and Partnership Teams, IRC DE and AMU.

  • External: Implementing partners, consortium members, external auditors Qualifications and Experience Education

  • Bachelor’s degree in finance, Accounting, Business Administration, or related field (master’s degree preferred).

  • Professional certification (ACCA, CPA, CIMA) is an asset. Experience

  • Minimum 5–7 years of progressive finance experience in NGOs, INGOs, or international development.

  • Strong experience working with ECHO-funded projects or other major humanitarian donors (e.g., EU, USG, UN, FCDO).

  • Proven experience in partner financial management, compliance, and audit preparation.

  • Exposure to humanitarian programming and operations in complex or conflict-affected contexts preferred. Skills & Competencies

  • Strong knowledge of ECHO financial guidelines, eligibility rules, and procurement standards.

  • Excellent analytical and financial review skills.

  • Strong communication and interpersonal skills; able to work with diverse local partners.

  • Ability to manage multiple partners and deadlines under pressure.

  • Fluency in English required.

  • High integrity, attention to detail, and commitment to compliance. Languages Required/Preferred:
