BackgroundMeeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S.President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS).The project provides strategic technical assistance and direct service delivery to achieve HIVepidemic control among at-risk populations, strengthen global health security, expand tuberculosisdetection and treatment, improve maternal and child health, address malaria, and promote healthsystems strengthening.In Cameroon, the EpiC project supports the continuation and expansion of life-saving HIVprevention, treatment, care, and support services, with a strong focus on community-led approachesintegrated with facility-based systems to close gaps in HIV case finding (first 95) while sustainingprogress toward the second and third 95 of the UNAIDS targets.International Health Alliance (IHA) is a non-governmental organization committed to promotingself-directed and sustainable community health through enlightenment activities, capacity building,and strategic partnerships.IHA will implement the FHI360-led EpiC Cameroon project in the Southwest Region,specifically in the health districts of Kumba South, Mbonge, Ekondo Titi, and Nguti.2. Position SummaryIHA is seeking qualified Peer Outreach Navigators (5), recommended by the relevant HealthDistrict Services, to support the delivery of community-based HIV Testing Services (HTS) andlinkage to care.The Peer Outreach Navigator provides peer-led support to individuals undergoing HIV testing,newly diagnosed clients, and those already enrolled in care. By belonging to or being familiar withthe target population, the Navigator helps reduce stigma, build trust, improve linkage to ART, andstrengthen retention and adherence to HIV prevention and treatment services.3. Key ResponsibilitiesA. Community Engagement• Build trust with community leaders, at-risk groups, EpiC CBO staff, and treatment facilities.• Participate in community dialogues, support groups, and health promotion activities tostimulate demand for HIV services.B. HIV Testing Services• Mobilize community members for HIV testing, including targeted outreach to prioritypopulations.• Provide health education on HIV prevention and treatment, PrEP, PEP, STIs, TB, and noncommunicablediseases.• Assist HTS Providers in managing client flow during community testing events.• Participate in community mapping to identify at-risk populations.• Support community-based HIV testing activities in line with national guidelines.C. Linkage to Treatment and Prevention• Accompany, where necessary, newly diagnosed HIV-positive clients to health facilities forsame-day ART initiation.• Support the tracking and follow-up of clients who miss appointments or decline linkage tocare.E. Documentation and Reporting• Complete daily activity and data collection tools accurately.• Participate in daily and weekly activity debriefs with the project team.4. Required Qualifications, Skills, and ExperienceEducation• Must be a community member or peer from the target population within the assignedhealth district.• Minimum education level: Secondary school certificate.
