    1. Organizational Context Transcultural Psychosocial Organization (TPO DRC) is a national humanitarian and development organization specializing in mental health, psychosocial well-being, and the protection of vulnerable populations affected by armed conflicts, forced displacement, violence, and structural poverty in the Democratic Republic of Congo. Operating primarily in fragile and high-risk settings, TPO DRC implements integrated programs that bridge emergency response and development, grounded in contextualized expertise and evidence-based approaches. The organization works closely with local communities, authorities, civil society organizations, international NGOs, and United Nations agencies to ensure culturally appropriate interventions aligned with the localization agenda and international standards (IASC, SPHERE, MHPSS Guidelines, etc.).

As part of its institutional strengthening strategy, TPO DRC aims to enhance its strategic resource mobilization capacity, diversify its funding streams (institutional, philanthropic, multilateral, and strategic partnerships), and consolidate its position as a credible national actor capable of managing large-scale funding.

Expérience

This dynamic creates an opportunity for a Fundraising and Business Development Expert with solid experience in international NGOs or recognized humanitarian organizations, and a proven track record in resource mobilization. The position combines technical leadership, strategic influence, and operational flexibility, enabling the incumbent to support and professionalize internal practices related to resource mobilization, business development, and grant management.

    1. Role of the Expert As Head of Resource Mobilization and Business Development, you will lead the expansion of the funding portfolio, ensure strategic diversification of resources, oversee the implementation of the fundraising strategy, increase programmatic revenues, access flexible and multi-year funding, strengthen institutional positioning with key donors, and structure the funding pipeline. In collaboration with Program, MEAL, Finance, Operations, and the Country Director, you will contribute to reducing funding gaps through strengthened donor relations, negotiation of strategic agreements, development of competitive proposals, and reinforcement of institutional partnerships.
    1. Key Performance Areas Under the direct supervision of the Country Director and in collaboration with the Board of Directors, you will be responsible for: Strategic fundraising and donor engagement, Business development and leadership in proposal design, Development of institutional partnerships and consortia, Grant portfolio management and donor compliance, Strengthening internal capacities in resource mobilization and grant management.
    1. Main Responsibilities a. Strategic Resource Mobilization and Fundraising The expert will drive the sustainable growth of TPO DRC’s funding base through proactive, data-driven, and strategy-aligned approaches. Specifically, they will: Develop, implement, and update a multi-year resource mobilization strategy with clear portfolio targets and indicators (success rate, pipeline volume, diversification rate). Establish and manage an integrated pipeline tracking system (opportunity qualification/scoring, deadlines calendar, CRM). Analyze national, regional, and global funding trends to identify, prioritize, and anticipate funding opportunities. Lead diversification of funding sources (institutional donors, private foundations, academic partnerships, innovative financing mechanisms). Identify opportunities aligned with organizational programmatic priorities. Strengthen TPO DRC’s positioning as a direct recipient (pre-qualification, donor registration, due diligence, audit readiness). b. Donor Mapping and Partnership Development The expert will structure external engagement and strategic alliances by:
