Summary: The U.S. Mission in Cameroon is seeking eligible and qualified applicants for the Public Health Administrative Specialist (Deputy Coordinator) position in the Foreign Assistance Section.

Duties The Deputy Coordinator will provide high quality technical expertise to the global health/foreign assistance hub, the wider health interagency team, implementing partners, and Government of Cameroon counterparts on matters related to the US government global health policy, and the planning, measurement and evaluation of global health and foreign assistance programming using both financially and through complex programmatic data. The position is responsible for developing annual technical assistance workplans and either providing or overseeing technical assistance provided to the Ministry of Health and Implementing Partners. In collaboration with Public Diplomacy Section, the job holder will develop annual communications plans based on US policy objectives and interpret qualitative and quantitative data to communicate and disseminate Global Health and humanitarian assistance achievements both internally to embassy front office and headquarters, as well to external stakeholders. The job holder will be well versed in USG global health foreign assistance policies as well as Ministry of Health strategic plans and guidance and will both ensure US global health activities fit within the strategies and regulations of the Government of Cameroon.
The Deputy provides guidance and relevant technical expertise reflecting of his/her knowledge of the global and local health sector in order to help in the development of inclusive and responsive strategic plans that reflect the priorities of the US and national governments. The Deputy will also assist the Program Coordinator as a subject matter expert (SME) in communications and engagements with high level ministers, host governments, UN agencies, and agency headquarters, and will be involved in all engagements with these entities. The deputy will provide policy and procedural advice and recommendations to the coordinator, serving as a key advisor to the Coordinator. In the absence of the PEPFAR Coordinator, the Deputy Coordinator is expected to assume the role of the coordinator with full authority to guide in the development, elaboration, and execution of strategic planning and other office deliverables.
Program Development and Project Design
Lead the design, planning, and implementation of complex health programs and projects, ensuring alignment with Mission and DoS priorities.
Represent the U.S. Government in high-level discussions with host-country officials and interagency partners, providing expert guidance and informing strategic decisions.
Prepare and compile performance and reporting documents, including country and regional strategies, operational plans, and performance reports.
Serve as technical liaison between USG officials and implementing partners, providing oversight and ensuring compliance with award terms and regulations.
Technical and Advisory Support
Provide advanced technical advice on strategic information, communication, and planning to government counterparts, implementing partners, and interagency teams.
Coordinate with host government, civil society organizations, and donor agencies on foreign assistance planning and policy issues.
Lead efforts to strengthen national data systems and health management information systems (HMIS), supporting sustainability and interoperability.
Oversee capacity-building activities for partners and government entities, including training and technical assistance.
Strategic Information (Performance Monitoring, Analysis, and Reporting)
Develop and implement performance monitoring plans, conduct evaluations, and generate reports to inform program management and national policy.
Monitor implementing partners’ performance, conduct site visits, and ensure data quality and compliance with technical standards.
Support operational research and evaluation activities, including protocol development and documentation.
Analyze and report program data to support Mission objectives and PEPFAR reporting requirements.
Stakeholder Engagement and Strategic Communication
Represent DoS in stakeholder engagements, manage information flows, and provide strategic input to advance program objectives.
Build partnerships, facilitate communities of practice, and participate in working groups and technical panels.
Develop and lead integrated health communication plans, including drafting cables, reports, and public outreach materials.
Financial Management
Manage project and program budgets, monitor financial status of awards, and ensure compliance with Agency financial regulations.
Track funding pipelines, quarterly accruals, and budget execution.
Information Management
Establish and maintain program files and records in accordance with DoS standards, ensuring proper documentation, retention, and disposition of all oversight activities.
Qualifications and Evaluations Requirements: All selected candidates must be able to obtain and hold a:
security certificate; or Public Trust - background investigation Security Clearance.
All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam. Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Education Requirements: Master’s degree in Public Health, Program Management, Monitoring and Evaluation, Communication, Business Administration or local equivalent is required.

Qualifications: Experience: A minimum of five (5) years of experience working with international public health or development programs is required. This must include at least one year experience implementing USG assistance program, projects, including strategic information and communication roles.
Language: Fluency (Reading/Writing/Speaking) in English is required and Good Working Knowledge (Reading/Writing/Speaking) in French is required. This may be tested.
Job Knowledge:
Advanced knowledge of program and project management processes and practices, administration of foreign assistance implementing mechanisms, as well as program/project financial regulations, procedures, and practices.
Advanced knowledge of research and analysis techniques to successfully study complex subjects and issues related to assigned program area.
Advanced knowledge and experience managing global health programming (HIV, malaria, global health security)
Knowledge of survey methodology, data collection, analysis, and reporting, as well as an understanding of Health Management Information System (HMIS).
Knowledge of M&E systems and current M&E issues working in resource and data poor environments, and ability to develop appropriate measurable targets.
Knowledge of global health issues in Cameroon.
Knowledge of public health and HIV/AIDS programs, with specific knowledge of PEPFAR helpful.
Skills And Abilities:
Ability to interpret technical requirements, ability to recommend needed contract and project changes, ability to monitor and evaluate project execution and -implementing partners’ performance, ability to review invoices, ability to inspect and accept project deliverables are required.
