Disaster Management, Solutions & Impact Unit (KIUSD) supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Within KIUSD, the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund is a global partnership that helps low- and middle-income countries better understand and reduce their vulnerability to natural hazards and climate change. GFDRR funds analytics and technical assistance aimed at supporting decision making by governments in the most vulnerable countries and communities where it will have the greatest positive impact. One area of focus is the Disaster-FCV Nexus Thematic Area , launched in 2018, provides operational support, strategic guidance, and global public goods to address the compounding challenges of disasters in Fragile, Conflict, and Violence (FCV) settings. Brussels serves as a strategic hub for engagement with the European Union, international organizations, and regional partners, making it an ideal location for advancing GFDRR’s work on the disaster-FCV nexus. Job Duties and Responsibilities:
The role will include the following objectives:
Provide technical expertise and operational support to GFDRR’s Disaster-FCV Nexus program, focusing on FCV-sensitive disaster risk management and climate resilience.
Strengthen GFDRR’s analytical, advisory, and partnership work on the disaster-FCV nexus, including knowledge generation, policy dialogue, and capacity building.
Facilitate collaboration and knowledge exchange with EU institutions, regional bodies, and other stakeholders in Brussels and beyond.
The role will include the following tasks:
Technical and Analytical Support
Conduct research and analysis on disaster risk management in FCV-affected countries, leveraging GFDRR’s methodologies and tools (e.g., post-disaster needs assessments, conflict-sensitive DRM manuals).
Contribute to the design and implementation of GFDRR grants and advisory services related to disaster risk reduction, climate resilience, and crisis response in FCV settings.
Prepare technical notes, policy briefs, and presentations for GFDRR, World Bank, and external audiences.
Support the mainstreaming of FCV-sensitive approaches in GFDRR’s portfolio, including nature-based solutions, early warning systems, and resilient infrastructure.
Operational Support
Provide input to GFDRR and World Bank project teams on FCV-sensitive disaster risk management approaches, including risk assessments, monitoring, and evaluation.
Support capacity building and training activities for government counterparts, civil society, and partners, drawing on GFDRR’s toolkits and best practices.
Contribute to reporting requirements, including progress updates, donor reports, and knowledge products.
Knowledge Management
Maintain and update GFDRR’s knowledge repositories and communication materials related to the Disaster-FCV Nexus.
Document lessons learned and best practices from GFDRR and partner activities, including contributions to flagship reports and thematic studies.
Selection Criteria
Advanced degree (Master’s or higher) in disaster risk management, international development, geography, public policy, or related field.
At least 5 years of relevant experience in disaster risk management, FCV contexts, or related areas, preferably with international organizations.
Demonstrated experience working with GFDRR, World Bank, and similar entities in FCV-affected regions.
Strong analytical, writing, and communication skills.
Experience in partnership development and stakeholder engagement, especially with EU institutions and donors.
Excellent written and spoken English required; knowledge of French or other EU languages is an asset.
Familiarity with GFDRR’s operational modalities, grant management, and European-based networks is highly desirable.
Experience working with a wide range of stakeholders, NGOs, private sector, development partners, and/or government agencies.
Ability to effectively interact with internal and external clients at all levels in a multicultural environment and to exercise judgment and discretion in dealing with sensitive matters.
Good understanding of communication strategies, tools, and approaches relating reporting results and impact to increase GFDRR’s overall visibility.
Excellent sense of initiative, drive for results and client orientation, coupled with strong planning and organizational skills.
