UNICEF Philippines is seeking a Nutrition Consultant (PIMAM/Wasting) who will support the Nutrition Specialist in the effective program management of the PIMAM (Philippine Integrated Management of Acute Malnutrition) or wasting portfolio across relevant Child Nutrition Fund components.
The consultant will help accelerate service coverage, strengthen quality of care and systems, and support evidence-based scale-up. This role will work closely with key stakeholders—including PhilHealth, the Department of Health, the National Nutrition Council, local government units, and institutional partners—to provide technical support in capacity building, monitor program implementation, and ensure timely and accurate reporting of PIMAM and wasting programme results.

How can you make a difference?
Under the supervision of the Nutrition Specialist, the consultant is required to perform the following tasks:
Support UNICEF PCO workstream on the PhilHealth SAM OTC package Rollout and ITC package development
Provide coordination (horizontal and vertical) and technical support to PhilHealth/DOH/ institutional contractors to catalyze the PhilHealth SAM OTC package accreditation scale-up, utilization monitoring, filing of claims, and reporting
Monitor the updating of accreditation database and status on a monthly basis, and report on a quarterly basis
Provide knowledge management and learning exchange support: Document barriers, lessons, and best practices, and organization of national updating and learning exchange forums.
Support integration of PIMAM Data into HOMIS
Support the remainder of the implementation, closure, and knowledge management of the PIMAM Simplified Approaches Operations Research (SA-OR)
Support Family MUAC SA-OR implementation in extended learning sites and project closure, including knowledge management.
Support the CHW-led SA-OR implementation in scale-up areas and post-discharge monitoring, learning exchange, closure, and knowledge management.
PIMAM Capacity Development
Support design and rollout of PIMAM capacity-building activities, including Training of Trainers (TOT), service provider trainings, mentoring, and supportive supervision.
Support PIMAM Capacity Building to facilitate PhilHealth SAM package accreditation
Consolidate all PIMAM capacity building data quarterly
Support finalization of the updated PIMAM MOP
Coordinate with and provide technical support to DOH-DPCB to include PIMAM in IMCI Training Package
Support strengthening of PIMAM Supply Chain and Logistics
Data and Reporting
Produce quarterly analytical updates on accreditation progress, admissions trends, and service utilization.
Support alignment of PIMAM reporting with national health information systems and PhilHealth claims data.
Identify data gaps and recommend improvements in monitoring, reporting, and performance tracking.
Support evidence use in decision-making at national and subnational levels.
Other Tasks and Cross-Cutting Responsibilities
Coordinate with institutional contractors (PhilHealth SAM OTC package technical and advocacy contractor; PIMAM Simplified Approaches Operations Research Contractors), government agencies (DOH, NNC, PhilHealth) to ensure alignment with CNF commitments.
Support donor missions, reporting requirements, and strategic engagement.
Ensure equity-focused prioritization of high-burden and vulnerable areas.
Perform other related tasks necessary to advance CNF wasting commitments.
Tasks:
Conduct desk review of available documents (both internal and publicly available)
Develop a repository of all PIMAM related documents and knowledge products
Conduct scoping/field visits as needed to priority regions and/or provinces to gather relevant data, including but not limited to accreditation status and PIMAM service coverage, and other ongoing PIMAM interventions.
Draft an Inception report informed by the desk review and scoping visits
PIMAM Simplified Approaches Operations Research (SA-OR)
Support Family MUAC SA-OR implementation in extended learning sites and project closure, including knowledge management.
Support the CHW-led SA-OR implementation in scale-up areas and post-discharge monitoring, learning exchange, closure, and knowledge management.
PhilHealth SAM OTC package Rollout and ITC package development

Drafting of Final report and presentation of the consultancy accomplishments

Minimum requirements:
Education:
Advanced university degree in Public Health, Nutrition, Medicine, Nursing, or a related field.
A first university degree (Bachelor’s) in a relevant field combined with additional years of relevant professional experience may be accepted in lieu of an advanced degree.
Knowledge/Expertise/Skills:
Technical Expertise in Wasting and PIMAM
Strong technical knowledge of wasting prevention and treatment, including PIMAM/CMAM protocols (OTC and ITC), or other closely related technical expertise in nutrition or child health programmes, with ability to quickly acquire PIMAM/CMAM knowledge
Familiarity with WHO guidelines on wasting management and their application in country contexts.
Understanding of Simplified Approaches (e.g., Family MUAC, CHW-led models) and their programmatic implications.
Knowledge of nutrition supply chain systems, including therapeutic commodities (RUTF, F75, F100) or similar public health commodity supply chains
Programme Management & Systems Strengthening
Proven experience in managing or supporting large-scale public health or nutrition programmes, at the national or subnational levels, or equivalent large-scale programme experience
Demonstrated ability to support multi-component systems strengthening (service delivery, workforce, data, supply chain, financing), aligned with CNF priorities.
Strong experience in stakeholder coordination with government and partners; familiarity with DOH, PhilHealth, NNC, LGUs is an advantage
Ability to translate technical guidance into operational plans and implementation support.
Philippine Health System and Financing Context
Familiarity with the Philippine health system, including DOH structures, LGU implementation, or similar decentralized health systems
Understanding of PhilHealth processes, including accreditation, claims, and provider payment mechanisms, is an advantage.
Knowledge of UHC reforms and Special Health Fund arrangements is desirable.
Data, Monitoring, and Knowledge Management
Strong skills in data analysis, interpretation, and visualization (e.g., dashboards, performance tracking).
Experience in monitoring programme implementation and results, including use of routine health information systems.
Ability to produce high-quality technical reports, policy briefs, and donor-facing outputs.
Experience in knowledge management, including documentation of lessons learned and best practices.
Capacity Building and Technical Assistance
Demonstrated experience in designing and supporting training, mentoring, and supportive supervision.
Ability to provide hands-on technical assistance to national and subnational stakeholders.
