L’unité de gestion du projet qui est l’entité d’exécution envisage d’utiliser une partie des fonds pour effectuer des recrutements annoncés ci-après. Le projet ESPOIR JEUNES compte conduire la Sélection de consultants au profit de l’unité de gestion du projet. Mission

• planifier les marchés en rapport avec les experts et partenaires pour les opérations de passation des marchés dans STEP ;
• mettre en œuvre les processus de passation des marchés;
• suivre la mise en œuvre, de l’avancement mais aussi de l’exécution des contrats en rapport avec les gestionnaires de contrats, dans STEP
• analyser des écarts entre les réalisations et les prévisions du plan de passation des marchés ;
• conduire, auprès des services techniques bénéficiaires, le suivi de la préparation et la finalisation des spécifications techniques des biens, services autres que les services de consultants et des travaux, des TDR pour la sélection des consultants ;
• assurer le classement et l’archivage, dans STEP,

• Être titulaire d’un diplôme de niveau minimum Bac+5 ou équivalent, en droit, gestion, économie, ingénierie, administration ou dans tout domaine jugé pertinent ;
• Avoir au minimum dix (ans) ans d’expérience professionnelle dont cinq (5) en qualité de Spécialiste ou expert en Passation des Marchés dans le cadre de projets financés par les PTF (Banque Mondiale, BAD, AFD, BID, UE, organismes des Nations Unies etc.);
• Avoir une maitrise parfaite de l’outil STEP ;
• La connaissance du logiciel TOMPRO et SYSBUDGEP (module marchés) serait un atout.
