Background

The World Bank Group, in collaboration with national authorities and humanitarian partners, is preparing a socioeconomic data collection activity focused on refugees and internally displaced persons (IDPs) in Cameroon. The activity aims to inform evidence-based policy and programming by collecting and analyzing high-quality socioeconomic data, validating the survey instrument through cognitive testing, and ensuring ethical, safe access to displacement sites/camps. The operating context includes multiple stakeholders (government, UN agencies, NGOs, community leaders) and complex security, logistics, and ethical considerations.

Duties & Responsibilities

The main objective is to oversee field operations, conduct quantitative analyses, and coordinate stakeholders for data collection activity among refugees and IDPs in Cameroon, including;

  • Operational planning and supervision of fieldwork

  • Coordination and facilitation of an expert working group

  • Participation in training of field teams/enumerators

  • Oversight and implementation of cognitive testing of the survey instrument

  • Securing and managing access to camps and displacement sites

  • Data quality assurance, ethical compliance, and risk management

  • Analyze socio-economic data collected from refugees and IDPs.

  • Draft relevant reports and blogs

  • Dissemination of findings to stakeholders

Scope of Work and Key Tasks

  • Plan and supervise field operations end-to-end, including access to camps, security/risk management, and day-to-day oversight.

  • Coordinate stakeholders (government, UN, NGOs, local authorities), secure permissions, and manage regular coordination meetings and documentation.

  • Design and deliver training for enumerators/supervisors and conduct the cognitive testing of the survey instrument, analyze results, and recommend revisions.

  • Ensure ethical compliance (consent, confidentiality, do-no-harm, GBV/PSEA, child safeguarding) and implement data quality assurance (spot checks, dashboards, validation rules), with clear documentation of procedures and lessons.

  • Conduct core descriptive and diagnostic analyses of the collected data and provide reproducible analytical outputs.

  • Animate the expert working group and lead dissemination, producing bilingual materials and providing regular progress reporting (e.g., weekly situation reports)

Deliverables and duration:

Deliverables:

  • Inception package: Inception Note and Field Operations Plan (access strategy, stakeholder map, risk/security, training plan).

  • Training package: Training materials and agenda, plus a brief Training Completion Note (including pre-/post-test results).

  • Cognitive testing outputs: Cognitive Testing Plan and Report with recommended instrument revisions.

  • Field reporting and access documentation: Weekly situation reports, Access Permissions Dossier (permits/authorizations, site access log).

  • Data quality documentation: Data Quality Assurance Note with dashboards/screenshots and audit results.

  • Clean and document the dataset (data dictionary/codebook, variable construction notes); produce de-identified analysis-ready files.

  • Deliver reproducible analytical outputs: scripts/notebooks (Stata/R/Python) for data cleaning and initial analysis; adopt version control and clear folder structures.

  • Conduct core analyses, including but not limited to: sample profile and representativeness checks, item non-response and consistency diagnostics, key descriptive statistics (household demographics, livelihoods, education, health, shocks, displacement history), and field performance metrics.

  • Coordination and working group records: Expert Working Group ToR, membership list, agendas, minutes, and action trackers.

  • Dissemination package: Slide deck(s) and a bilingual summary brief, plus an event report.

Duration :

  • 12 months from contract start.

Selection Criteria

  • At least 5 years of experience conducting large-scale surveys in fragile, conflict, and violence (FCV) or displacement settings in Sub-Saharan Africa; experience in Cameroon is a strong advantage.

  • Proven ability to secure access and operate in camps/displacement sites in coordination with government and humanitarian actors.

  • Track record in field management, ethical data collection with vulnerable populations, and implementation of DQA systems for CAPI surveys.

  • Demonstrated analytical capacity in quantitative data management and analysis, with reproducible workflows (Stata/R/Python).

  • Proficiency with CAPI platforms (SurveyCTO/Kobo) and mobile device management; secure data transfer, encryption, and backup procedures.

  • Documented data protection and anonymization protocols aligned with best practices and national/institutional requirements.

  • Ability to operate and produce deliverables in English and French; capacity to deploy trained staff with relevant local language skills as needed.

  • Advanced degree (e.g., MA/MSc) in economics, statistics, social sciences, or related field; 5+ years leading multi-stakeholder field operations in FCV contexts; experience with humanitarian coordination and government engagement.

  • Strong skills in survey methods, CAPI design, and DQA; strong coding skills in Stata/R/Python; experience with data documentation and anonymization.

  • Proficient in English and French languages.
