Summary of terms

A. Background

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and improving health outcomes in low- and middle-income countries by enabling governments and the private sector to strengthen and sustain quality health systems.

CHAI Cameroon has been operational since 2007, supporting the Government of Cameroon at both national and sub-national levels to deliver lifesaving health services across the country. Over the past decade, CHAI has supported the Ministry of Public Health (MoH) to reduce Maternal, Newborn and Child mortality, enhance the quality of th (SRH) services, and improve the availability and accessibility of contraceptive products. Building on this work, CHAI recently received funding from the Hormonal Intra-Uterine Device (H-IUD) Access Group via the Catalytic Opportunity Fund (COF) to support the introduction of H-IUDs into Cameroon's public health system. CHAI Cameroon invites interested and capable individual consultants or organizations to submit proposals to provide graphic design consultancy services in support of the SRMNCH program, including the development of family planning (FP) information, education and communication (IEC) materials, H-IUD training modules, and enhancement of the Expanded Program on Immunization (EPI) e-learning platform. Offerors are invited to submit proposals in response to this RFP in accordance with Section D, Instructions for Preparation of Proposal and Submission to CHAI. This RFP does not obligate CHAI to make an award or fund an applicant, nor does it commit CHAI to reimburse costs incurred for proposal preparation.

  1. Questions and Answers

All questions regarding this RFP must be submitted in writing by the deadline above to   with the subject line: " Graphic Design RFP – Clarification ". CHAI will only consider written requests for clarification. Only written answers from CHAI will be considered official and carry weight in the RFP process. Answers of guidance received outside of the official channel from employees or representatives of CHAI will not be considered official information regarding this RFP.

 

  1. Proposal Submission and Validity

All proposals must be submitted electronically to   by the deadline above with the subject line: " Graphic Design RFP – Proposal Submission ". If files exceed 10MB, the offeror should request an upload link by emailing with the subject line: " Graphic Design RFP – Requesting Upload Link ". Proposals received after the deadline will not be considered. By submitting this proposal, the offerors confirms that the proposal is valid for a period of 60 days.

 

  1. Award

                               

CHAI will examine the offers to determine if they are complete, comply with all the conditions of the RFP, and have been duly signed and are in general order. CHAI will select the offer that represents the best overall value. CHAI anticipates making one award to one entity; but reserves the right to make no award, or to make multiple awards.

C. Eligibility Requirements

Offerors, regardless of entity status (individual consultant, for-profit, not-for-profit), must be legally registered or authorized to conduct business in Cameroon. A valid copy of a business license, professional registration, or equivalent documentation must be provided with the offer submission. All offers must be submitted using Annex A below and signed by the cognizant officer of the organization.

D. Instructions for Preparation of Proposal

Offerors are required to use the form in Annex A to reply to this RFP. Failure to provide all required information may result in rejection or disqualification. Information the respondent considers proprietary must be clearly marked as such and will be treated confidentially.

  1. Technical Proposal

Offerors must submit a technical proposal addressing the Scope of Work in Section G. The technical proposal should include the following sections (maximum 10 pages total):

  • Technical Approach and Methodology: Describe your proposed approach to designing, producing, and delivering the IEC materials, training modules, and e-learning content as outlined in the Scope of Work. Include your design process, quality assurance steps, and tools/software to be used (maximum 3 pages).

  • Capabilities statement: Provide a detailed description of relevant past experience in graphic design for health communication, IEC materials, animations, and e-learning platforms. Include or attach a portfolio of at least 3 samples of directly relevant prior work (maximum 3 pages, with portfolio as an annex).

  • Key Staff: Provide CVs of the consultant(s) who will carry out the work, demonstrating proficiency in Adobe Creative Suite, e-learning authoring tools (e.g., Articulate Storyline, Moodle), and bilingual communication in English and French (CVs as annex, not counted toward page limit). Could include key individuals who will complete the work and copies of CVs.

  • Draft Work Plan: Provide a draft work plan showing major activities, milestones, and a timeline across the 6-month period of performance (maximum 2 pages).Could include a request for a draft plan for management of the scope of work
