• Successfully lead and facilitate one (1) national Validation Workshop for the 2025 Trafficking in Persons Country Report to validate findings, obtain stakeholder inputs, and strengthen accuracy, credibility, and ownership of the report. Produce and submit one consolidated and technically sound final draft of the 2025 Trafficking in Persons Country Report, incorporating validated findings, stakeholder inputs, and UNODC feedback. - Design and facilitate one (1) regional training workshop for law enforcement and relevant stakeholders from the South-East and South-South on data collection and research methodologies related to smuggling of migrants in Nigeria. - Design and facilitate one (1) regional training workshop for law enforcement and relevant stakeholders from the South-West and South-South on data collection and research methodologies related to smuggling of migrants in Nigeria. - Design and facilitate one (1) regional training workshop for law enforcement and relevant stakeholders from the North-West, North-East and North-Central on data collection and research methodologies related to smuggling of migrants in Nigeria. - Lead and facilitate one (1) Validation Workshop for the Trafficking in Persons Country Report, 2025 - Lead the draft and consolidation of the Trafficking in Persons Country Report, 2025 - Lead the development and facilitation of the South-East and South-South training workshop on data collection and research methodologies in relation to smuggling of migrants in Nigeria - Lead the development and facilitation of the South-West and South-South training workshop on data collection and research methodologies in relation to smuggling of migrants in Nigeria - Lead the development and facilitation of the North-West, North-East and North-Central training workshop on data collection and research methodologies in relation to smuggling of migrants in Nigeria Work Location based with potential travel to Akwa Ibom, Lagos, and Abuja, Nigeria as required by the project team according to the project activity plan. Location Tentative Travel Dates Planned Mission 1: Akwa Ibom, Nigeria: 13 - 17 July Mission 2 Lagos, Nigeria : 20 - 24 September Mission 3 Abuja, Nigeria: 2 - 6 November Expected duration 11/05/26 to 31/11/26 Duties and Responsibilities UNODC, in partnership with OHCHR, is implementing the regional PROMIS project, which started in 2021. The project aims to strengthen the capacities of Federal and State governments to prevent and combat trafficking in persons (TIP) and the smuggling of migrants (SOM), while also reinforcing international cooperation and coordination in investigating and prosecuting TIP/SOM cases. The project promotes a human rights-based and gender-responsive approach. The PROMIS project has undergone several phases: Phase II concluded in December 2017, Phase III in 2021, Phase IV in 2024, and the project is currently in its fifth phase. Despite Nigeria’s efforts to address these challenges, the problems persist, with negative consequences for both the country and migrants. The ability to work in coordination and collaboration at the regional level to curb TIP and SOM-related crimes, including through a human rights-based approach in preventing, investigating, and prosecuting such crimes, is of the paramount importance to effectively combat these offenses and related human rights violations. It is against this backdrop, and in line with project document Output 5.1, that the project management team seeks to hire the services of a national consultant to provide technical assistance to national law enforcement officers in the area of strengthening capacities to improve data collection and reporting on trafficking in persons and the smuggling of migrants. Purpose of the assignment Under the overall supervision of the UNODC Programme Management Office, reporting to the Project Lead, and in close coordination and cooperation with relevant UNODC sections in Vienna, the incumbent will oversee and coordinate data collection, analysis, and reporting efforts under the project. This includes: - Leading and facilitating one (1) Validation Workshop for the Trafficking in Persons Country Report, 2025; - Leading the drafting and consolidation of the Trafficking in Persons Country Report, 2025; - Leading the development and facilitation of several training workshops on data collection and research methodologies in relation to the smuggling of migrants in Nigeria.
