Organizational Context and Scope Under the overall supervision of the Chief of Mission (COM) of Cameroon and the direct supervision of the Head of Programmes, and in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the National Monitoring and Evaluation Officer will be responsible for supporting all aspects of projects/programmes/strategy Monitoring, Evaluation and Learning (MEAL), the development and implementation of the M&E system to strengthen monitoring and evaluation activities, data collection, management (SharePoint included) and analysis, reporting, to facilitate learning and recommend continuous improvements, where necessary. Responsibilities Maintain and adjust the overall project/programme/strategy Monitoring and Evaluation framework in close coordination with Programme Managers, the Head of Operations, the Information Management (IM) Unit and the COM. Supervise Monitoring, Evaluation and Learning support activities assigned to other staff to facilitate comprehensive and detailed coverage of project/programme/strategy M&E activities through all stages of implementation, including coordination of the establishment, implementation and effective functioning of Accountability to Affected Populations (AAP) mechanisms at Country Office level. Supervise MEAL staff as assigned, maintaining adequate people management, cross functional outputs, and adeaquate support to across the mission’s teams, units, and senior management.
