MEAL & Strategic Information Lead, Global Health Security (GHS)
EVIHDAF (www.evihdaf.com) is a worldwide research and development entity based in Yaoundé, Cameroon, supporting West and Central Africa. We run an office in Niamey, Niger, and a Data Unit facility in Parakou, Benin. Employing precise, adaptable, state-of-the-art, and locally tailored tactics, we specialize in Health Program Implementation and Scale-Up; Research, Monitoring, Evaluation, and Learning (RMEL); Data Systems for Decision-Making; and Capacity Strengthening. As a Regional Hub, we orchestrate multiple initiatives across West and Central Africa. Key sectors include Health and Health Systems, Nutrition and Food Security, Climate Change Preparedness and Resilience, and Population Migration and Displacements.
Position Overview
EVIHDAF and partners need a skilled Monitoring, Evaluation, Accountability, and Learning (MEAL) and Strategic Information (SI) Lead for an upcoming Global Health Security (GHS) project funded by the U.S. Centers for Disease Control and Prevention (CDC).
The MEAL/SI Lead crafts and executes the project's full monitoring, evaluation, learning, and data utilization framework. Reporting to the Project Director, this role guarantees precise, high-caliber data on GHS results—in surveillance, labs, One Health, and emergency readiness—fully aligned with the America First Global Health Strategy. It demands top flexibility, performance under tight deadlines, and robust tracking of health function handovers to partner nations per new Bilateral Agreements on Global Health Cooperation.
Specific Responsibilities
MEAL/SI System Design and Management
• Direct development and rollout of the Activity Monitoring, Evaluation, and Learning Plan (AMELP), covering theory of change, results framework, indicators, and targets tied to Bilateral MOU milestones for co-investment and longevity.
• Build and manage project data platforms to gather ongoing and periodic inputs from all technical areas, optimizing monitoring to cut non-frontline spending and boost impact.
• Align all MEL setups precisely with CDC reporting standards and fuse them with national HMIS/HIS for seamless digital interoperability.
Data Collection, Quality, and Analysis
• Create and refine data tools and Standard Operating Procedures (SOPs) tailored to monitor the 7-1-7 target for outbreak response.
• Manage daily data gathering, input, scrubbing, and validation; conduct ongoing Data Quality Assessments (DQAs) for report accuracy.
• Perform and lead analysis of numeric and narrative data to showcase project effects on American safety and curbing U.S. taxpayer overseas reliance.
Learning, Adaptive Management, and Evaluation
• Shape the project's learning priorities, pinpointing core questions on GHS impacts and faith-based/private sector roles in care delivery.
• Lead “pause-and-reflect” meetings, after-action reviews (AARs), and data huddles with teams, Ministries of Health (MoH), and partners for evidence-driven adjustments toward independence.
• Plan and oversee operational research, evaluations, and targeted studies approved by CDC and governments, upholding full ethical compliance.
Capacity Building and Technical Assistance
• Produce intuitive guides, tools, and training resources for MEL/SI operations.
• Mentor local M&E staff and data leads to enable system continuity via national funding.
Reporting and Knowledge Management
• Handle MEL/SI content for quarterly, semi-annual, and annual reports, tracking Joint External Evaluation (JEE) scores, IHR SPAR assessments, and Pandemic Fund metrics accurately.
• Craft advanced data visuals, briefs, and slides emphasizing strategic global health investments.
• Aid in capturing and sharing best practices, wins, and breakthroughs to advance the GHS knowledge pool.
Key Experience and Qualifications
• Educational Background: Master’s or equivalent in Public Health, Epidemiology, Biostatistics, Social Sciences, or related area.
• Professional Experience: 8+ years leading MEL/SI on major health programs, with 3-5 years in GHS, infectious diseases, or systems strengthening; advanced data science/AI/ML on health data highly valued.
• Donor Expertise: Proven U.S. Government (USG) project work required; knowledge of America First Strategy, Bilateral Agreements, and 7-1-7 target preferred.
• Technical Knowledge: Proven skills in quant/qual methods, survey design, analysis via Stata, SPSS, R, Epi Info, Tableau, or Power BI; DHIS2 customization and surveillance integration.
• Soft Skills: Track record thriving under pressure, juggling priorities, adapting to flux.
• Communication Skills: Outstanding English oral/written skills; French proficiency preferred.
• Cultural Competence: Success in multicultural settings, leading diverse groups, forging government/international ties.
