Organizational Context and Scope Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management (HoRM), the Finance Officer will be accountable and responsible for managing and coordinating the financial resources functions of the Country Office (CO) in accordance with the financial regulations, rules and procedures. Responsibilities 1. Monitor and oversee the financial management of all activities, including the oversight of financial expenditures and accountability. 2. Forecast and prepare cash flows and staff and office projectization with reference to the current and future activities in the CO and ensure daily control of funds disbursed. 3. Prepare, analyze and evaluate information from the financial records and provide data and guidance to management relevant to improvements in the financial operation. 4. Ensure financial related functions are carried out and provide training to all finance staff in the relevant areas of finance and administration. 5. Verify travel and operational advances from staff vendor accounts, ensuring that the supporting documentation is both accurate and satisfactory, and take action to resolve discrepancies or inconsistencies. 6. Inspect payroll versus budgets and ensure that salaries are correctly allocated to projects consistent with IOM's projectization criteria. 7. Ensure financial documents are in conformity with relevant financial regulations, policies, and procedures. 8. Undertake quality assurance checks on the requests for payment, purchase requests and other requests that will result in financial obligations. 9. Conduct regular surprise cash counts. 10. Undertake financial analysis of projects in the CO and take action to resolve anomalies and unusual trends. 11. Liaise with other internal functional units of the CO and other stakeholders as required in the performance of the accounting and financial functions. 12. Prepare donor financial reports in accordance with IOM and donor regulations and established procedures. Liaise with project managers and relevant units in HQ, Administrative Centres and RO as required. 13. Conduct verification of service providers, vendors, contractors and grantees, including the issuance of invoices and progress certificates and financial reports, and certify as delegated. 14. Ensure compliance with the Organization's regulations, procedures and practices in the performance of accounting and financial functions. 15. Perform such other duties as may be assigned. Qualifications Required Qualifications and Experience Education Master's degree in Accounting, Finance, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience. Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in accounting, financial management and reporting; Experience in preparing clear and concise financial and management reports; Experience working in and with international institutions; Knowledge of MS Office products and good computer literacy skills are required; Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage; Knowledge of IOM/UN accounting system, software and procedures, Common System regulations, policies and procedures are a distinct advantage; and, Familiarity with financial oversight and public administration is an advantage. Skills In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; Knowledge of UN and bilateral donor programming; Knowledge of financial rules and regulations; and, Knowledge of International Public Sector Accounting Standards (IPSAS). Languages All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish). For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
