Project Background The global health landscape is undergoing a fundamental shift. Major reductions in foreign assistance including abrupt cuts to U.S. government-funded programs are forcing countries to transition quickly toward greater self-reliance. These cuts are part of a broader trend of declining Official Development Assistance (ODA) from several donor countries, creating a prolonged funding instability that threatens decades of hard-won progress across HIV, malaria, maternal and child health (MCH), and other critical sectors. Recognizing this challenge, CHAI has launched a global effort to support governments during this critical transition. Through the establishment of Technical Support Units (TSUs), CHAI aims to provide rapid, embedded technical assistance to Ministries of Health to identify financing gaps, reprogram existing resources, mobilize sustainable domestic financing, and drive systemic reforms.

Following funding reductions from bilateral and multilateral sources, Cameroon’s uncertain financial conditions has left many programmatic areas like malaria, TB, HIV/AIDS, MCH, and other programs facing a critical threat from 2026 onwards. These cuts risk reversing hard-won gains, deepening health inequities, and disrupting essential services without immediate, strategic action and alternative financing. To counteract this, CHAI is supporting the Ministry of Health by conducting robust, data-driven analyses to quantify the impact of these reductions, identify at-risk programs, and inform critical resource reallocation and mitigation strategies, while also catalyzing domestic resource mobilization efforts to foster long-term sustainability and reduce donor dependency.

Position Overview CHAI Cameroon is seeking a highly motivated and analytical Associate to support the Ministry of Health (MOH) in strengthening its health financing systems during a critical transition period. This role will provide essential analytical and coordination support to help Cameroon optimize its available resources, mobilize domestic and external resources, and ensure sustainable, equitable progress towards Universal Health Coverage (UHC).

The Associate will support the execution of TSU workplans over the first 12 months, focusing on immediate priority activities including donor investment mapping, financing gap analysis, Global Fund Grant Cycle 8 (GC8) preparation, community health worker systems strengthening, supply chain optimization, and domestic resource mobilization. The Associate will conduct required analyses, coordinate stakeholder engagement, track implementation milestones, and document early efficiency wins to inform ongoing TSU strategy.

CHAI places considerable emphasis on personal qualities such as resourcefulness, tenacity, independence, patience, humility, and a strong work ethic. Fluency in English and French is a requirement, with excellent communication and relationship-building skills. Responsibilities

The Associate will provide technical expertise in health financing, resource optimization, coordination, tracking, and program integration. Reporting directly to the technical advisor, the Associate will:

Map out donor investments and find priority areas for synergy, particularly in high-priority areas such as malaria, HIV/AIDS, tuberculosis, MCH, and broader health systems strengthening. The insights generated from the mapping will be critical for identifying gaps, informing mitigation strategies, and guiding the reallocation of resources to sustain essential health services.

Conduct financial and programmatic analyses to inform decision-making, including scenario modelling, fiscal space assessments, and efficiency opportunity analyses. The Associate will prepare summary notes, data visualizations, and briefing materials to support senior staff and MOH officials in resource allocation.

Support the MOH's fiscal space analysis by gathering and analyzing data on government budgets, innovative financing mechanisms, and potential efficiency gains within the health sector. The Associate will document findings in accessible formats for policy dialogue.

Coordinate analytical inputs to support CHAI's Malaria and HSS teams in preparing evidence for the Global Fund Grant Cycle 8 (GC8) funding request for HIV, tuberculosis, and malaria (HTM) and Resilient and Sustainable Systems for Health (RSSH). The Associate will prepare analytical notes, compile supporting data, and track milestone completion to ensure program resources target high-impact areas.

Track and report on key indicators related to efficiency, resource mobilization, and financial sustainability. The Associate will maintain tracking dashboards, prepare regular progress reports against TSU workplans, and flag implementation challenges for senior review.

Support the analysis of supply chain challenges in the country and contribute to the development of sustainable solutions such as the electronic logistics management information system (eLMIS). The Associate will compile technical documentation, track implementation milestones, and document lessons learned.

Coordinate stakeholder engagement activities, including scheduling meetings, preparing briefing materials, and documenting outcomes from engagements with the MOH, parliamentarians, Ministry of Finance, and development partners related to health financing reforms.

Support internal accountability by tracking progress against TSU workplan milestones, maintaining implementation timelines, and preparing monthly status updates for management review.

Facilitate cross-sectoral stakeholder engagement and coordination in health financing planning, ensuring alignment with national development priorities and increased accountability for health investments.

Perform any other functions as assigned by his/her managers.

Qualifications

Strong understanding of health financing structures or supporting health initiatives in sub-Saharan Africa and/or Cameroon.

Experience working directly with ministries of health, and ministries of finance.

Good communication skills in both English and French.

Excellent analytical, strategic thinking, and problem-solving skills.

Exceptional communication skills, including the ability to translate complex financial concepts into clear, actionable recommendations.

Ability to work independently in a fast-paced, multicultural environment.

Prior experience working with donor-funded projects (e.g., Global Fund, Gavi, USAID, World Bank) is an asset.

Proven track record of conducting economic evaluations, financial gap analyses, or resource optimization strategies is an advantage

Experience:

Master’s degree (or higher) in Public Health, Health Policy, Public Administration, Health Financing, Project Management or a related field.

At least 3–7 years of work experience in health financing, health systems strengthening, health policy and reform, preferably in low- or middle-income countries.
